2TRINATIONAL HISTORY
- The first North American Aviation Trilateral
(NAAT) was held in Washington, D.C. on March 20,
1994. - At this meeting, it was agreed to create a
Steering Committee for Aviation Safety issues - The 1st Trinational Safety meeting was held in
June, 1994. - The 1st Trinational Technical Safety Meeting was
held in Ixtapa in 1996. - OBJECTIVE
- To harmonize and share programs, systems and
mutually beneficial actions pertaining to
aviation safety in the three countries.
3The NAAT Today the Vision for the Future

- ACHIEVEMENTS
- The formation of eight Trinational Work Groups
- The creation of a North American Five-Year
Strategic Safety Plan with milestones achieved - Harmonization of the safety norms for the 14
Specialty Air Services - AGREEMENT
- The Trinational supports the March 2005
COCESNA/ACSA meeting in El Salvador (Ixtapa-like
model).
4PROPOSAL FOR THE EXPANSION OF THE NAAT IN THE
WESTERN HEMISPHERE Doug Lavin -FAA
- The three countries ratified the invitation to
the Western Hemisphere countries to participate
in the NAAT Safety Model and share experiences
and safety programs according to their respective
interests. - The importance of their participation in areas
such as RNP/RNAV GNSS, Fractional Ownership,
Ramp Inspection Information Exchange and the NAAT
Safety Model was pointed out.
5- In accordance with the agreements, a COCESNA/ACSA
meeting following the Ixtapa Trinational model
was held in March, 2005, in El Salvador.
6ENHANCING AVIATION SAFETY WITH NEW TECHNOLOGY
TCA-FAA-COCESNA-SENEAM.
- The implementation of RNP / RNAV in each
countrys airspace was explained, stressing the
importance of standardizing international norms
and equipment and the integration of aircraft
data bases. - A practical explanation of the operation and
advantages of the application of the RNP/RNAV
program was presented.
7RNP / RNAV WORKSHOPFAA-SENEAM-TCA.
- An RNP / RNAV Workshop was held, demonstrating
the method of its implementation, air space
utilization, aircraft equipment and operation,
and ATC considerations. - A trilateral work group was initiated to continue
the coordination of the RNP/RNAV implementation
program.
8- THE FIVE YEAR STRATEGIC SAFETY PLAN PRESENTED
BY THE TRINATIONAL SAFETY WORK GROUP - Ron McGarry Roger Moore FAA.
- A summary was made of the achievements of the
5 Year Safety Plan (2000-2005) for Air Carriers,
Helicopters and General Aviation, including the
new strategies for Specialty Air Services.
9THE TRINATIONAL SAFETY INDEX (SAFETY INDEX).Tom
Stuckey FAA
- An in-depth explanation was presented on the
Composite Safety Index as a proposal to be used
in the new Five Year Strategic Safety Plan
(2006-2010). - AGREEMENTS
- The safety index was officially approved and
accepted trinationally. - Establish a safety index baseline from 2003 to
2005 and enter trinational data annually - Through the Work Groups, the Safety Steering
Committee will verify the reliability of the data

The new North American Strategic Safety Plan
(2006-2010) was explained for Air Carriers,
Helicopters, and General Aviation including
accident analysis of the Specialty Air Services
and the Expansion of the NAAT Safety Model. It
will continue developing intervention strategies,
using the Composite Safety Index as a tool to
verify results. AGREEMENT The New North
American Five Year Strategic Safety Plan
(2005-2010) was formally approved and adopted by
the Trinational Safety Committee.
11TRINATIONAL ACCIDENT DATA PRESENTATION (January
2000-December 2005) Bob Shuter, Jesús Moreno and
Ron McGarry
- Trinational accident statistics were presented
showing the degree of compliance with the
established goals of the Five Year Strategic
Safety Plan (Reduction in the air carrier fatal
accident rate by 40 and reduction of 20 in
total accidents for General Aviation), indicating
that we should intensify our efforts in General
Aviation.
12INITIATIVES FOR THE REDUCTION OF GENERAL AVIATION
ACCIDENTS
- The three countries presented their initiatives
for the reduction of General Aviation accidents. - AGREEMENTS
- The three countries will work together to develop
trinationally harmonized rules for Sport Pilots.
- The General Aviation Work Group will continue
developing their strategies for accident
reduction. - A progress report will be given on the
implementation of safety strategies for General
Aviation at the next meeting.
13INDUSTRY DAYColegio de Pilotos COPA CIRRUS -
CHILE
General presentations were made on areas of
opportunity in General Aviation for the
respective Civil Aviation Authorities, as well as
on the development of new technologies in the
aviation industry. CHILE Presented the
initiatives and safety actions that have been
implemented and have led to a reduction of
aviation accidents in their country.
14INDUSTRY DAY
- MEXICO COLEGIO DE PILOTS
- This presentation illustrated the point that
the Pilots College, the private sector and the
DGAC need to work together and increase their
communication for the good of aviation safety. - CANADA CANADIAN OWNERS PILOTS ASSOCIATION
(COPA) - Great progress has been made, driving the GA
accident rate down, by improvements in technology
and effective regulation
15INDUSTRY DAY
- USA - CIRRUS DESIGN CORPORATION
- Presented on the CIRRUS Technologically Advanced
Aircraft demonstrating unparalleled safety
features of their aircraft. Most unique is the
Cirrus Airframe Parachute System (CAPS). No other
manufacturer on the market today offers this
life-saving technology as standard equipment.

consideration in their individual countries where
they will try to implement similar strategies. - They expressed their desire to participate more
directly in the work of this trinational effort.
