6RUS - Eligibility Criteria
- Public Entities - townships, boroughs,
non-profit associations. - Rural areas - any area not in a city or town with
a population in excess of 10,000 inhabitants. ANY
TOWNSHIP - Be unable to obtain credit elsewhere

- Have the legal capacity to borrow and repay the
loan, pledge security, own and operate the
proposed system - Be financially sound and able to manage the
facility effectively.
8Predevelopment Planning Grants
- Medium Household Income must be less than 80 of
Pennsylvanias MHI - Maximum Amount - 15,000
- RUS must fund the project

- Construct, repair, improve, expand, or otherwise
modify rural WATER supply -
and distribution lines including distribution
lines, hydrants, pumping stations, water tanks

23GUARANTEED LOANS
- Same purpose as the regular water sewer program
- Applicants are not eligible for grant
- Guarantees will not exceed 90 of the loss of
interest and principal on loan - Oversight and servicing by the lender and
therefore much less involvement by the
government.

- Provide loan and grant funds for water,
wastewater, and stormwater projects serving the
most financially needy communities. - Construct facilities which are modest in
- size, design, and cost.
- Provide financial assistance which results in
reasonable user costs for rural residents, rural
