- Federally funded Preschool Special Education
program (Special Education Part-B IDEA Federal
Grant funds) - If the student is served in a state-funded public
preschool program that is provided by a Head
Start program or district other than the grantee,
the grantee is required to report the Early
Childhood Record in EMIS. - Only ONE record per student at each
