Title: Existing Applications of EDP Centres
1Conference of FA CAOs and Sr. EDPMs
IT Centre
Central Railway
2Existing applications need for their enhancement
- Traffic applications
- Freight Accounting System Report generation upto
7A. - Application is in COBOL Difficult to handle,
needs migration to RDBMS - Data entered manually can be online
from FOIS - CONCOR data can also be online
- Passenger Accounting System Report Generation
upto 6A - PCT (local and foreign)
- PRS, UTS, Season ticket
- Data transfer manually, can be made
available online - BPT / EFT
- Billing of Military/ Civil Forces movement
warrants
3Existing applications need for their enhancement
- Traffic applications contd
- Operating Statements
- EMU / Engine Operations
- Not a complete application
- RDBMS based application similar to OSS running at
SE Rly can be implemented - Wagons and Coaching Census
- Centralized Apportionment System (CAS)
4Existing applications need for their enhancement
- Stores applications
- The MMIS system comprises of 5 modules
- Purchase (Demand generation, tendering, PO, Post
PO activities) - Depot (Various transactions eg. Receipts /
issues) - Finance (Bill Passing, PO pre-check, purchase and
sales suspense) - Uniform (Demand consolidation, work order
generation, BOM) - Sales and Auction ( Receipt Disposal of Scrap
and auction) - All 5 modules of MMIS are fully implemented at
Stores depots, Stores hqtrs and Stores accounts.
Data is online real time basis for most of the
depots. - MMIS can be extended to Engineering Department
for Track Procurement. - P/way stores in COBOL for return stores and sales
in Engineering depots. Data is punched at IT
Centre. Needs to be brought on RDBMS platform.
5Existing applications need for their enhancement
- AFRES
- Internal check, PF, Pension, E-Suspense, Cash
Pay, Traffic Books, Books (A/c current, Cheques,
cheques bills and RIB) modules implemented. - Structure is not uniform at all locations
- Dependency on out agency for major modifications
- Fresh commitments restricted by Rly Bd (AIMS)
6Review of existing applications the need for
their enhancement
- PRIME
- Payroll, Leave, PLB, Income Tax, Settlement
modules implemented. - Workshop payroll, PF and Pension (under COBOL)
are still not integrated with PRIME. - Not implemented at BB div Engineering due to non
availability of terminals and connectivity of
Depots - Servers are not integrated
- Recommended server-integration for quick,
complete managerial information of entire zonal
railway and for many more such activities. -
7Existing applications need for their enhancement
- Fuel Management Information system
- Keeps track of the accounts of HSD oil issued
to locos and other purpose and received from oil
companies. - Debit is raised on other railways, for the HSD
Oil issued to their Locos , running on CRly. This
caters 20 fueling points. - Oracle based system.
- HSD data of fueling points are entered online
through web-based application. - Monthly Reports generated and uploaded on Railnet.
8Existing applications need for their enhancement
- MIS
- Two applications namely EMIS(Electrical) and
CMIS(Civil) developed and implemented in CRly. - EMIS module consists of following Modules.
- A- Asset management for genl. Services
- B- Non Traction Energy Management for genl
services. - C- DC Loco shed management
- D- DC EMU Car shed management
- E- Headquarters Management.
- CMIS module for Building and other structures.
- No further development in MIS since Rly.Bd
instructed that no further expenditure to be
incurred towards MIS, vide L.No.
2008/CIS/Project/MIS/32 dtd. 02.07.2008. - MIS application has been taken over by IT Centre
C.Rly in July08 without any additional manpower.
9Existing applications need for their enhancement
- Import Clearance Management .
- Oracle based application for
- import clearance.
- Processing for Various custom duties,
demurrage, wharfage, container Detention
charges, calculation. - Transport contracts for trans shipments.
10Challenging Environment
Consuming Valuable Time, Manpower...
11Challenges
- Legacy COBOL Applications
- Data Integration and interoperability
- Security and Management
- Real time reporting and intelligence
- Connectivity
- Trained Manpower
12Solution ?
13Future view of Applications High Level
Architecture
14Role IT centre can play
- Training
- Guidance/ Technical Advice
- Maintenance of Applications
- Integration of Applications
- Migration of Applications (from non-RDBMS
platform) - Future Developments
- Enhanced Data/system security
- Enhanced user Support
15Constraints
- Very poor Network connectivity.
- Manpower shortage
- Limited Powers in emergencies
- Promotion constrains of Staff/ officers resulting
low morale - Limited control over IT infrastructure
- No involvement in new Projects
16Our Recent Developments
- Migration of HSD data entry to on-line web-based
system. - Implementation of 6th Pay Commission in PRIME and
COBOL in record time in house. - Integration of MMIS depot Servers with HQ.
- Generation of Passes/PTOs through PRIME
- Seminars/ workshops on IT security for various
Departments - Efforts being made for centralization of PRIME
and AFRES and Integration of AFRES with other
applications like MMIS, MIS etc. - Process going on for Integration of Workshop
payroll and related modules with PRIME. - Migration of Processing of P/way stores to Oracle
from COBOL is under progress.
17New Application Areas Proposed
- Station Accounts should be computerized and be
linked with PRS, UTS to generate Balance sheet
and other reports. - Conversion of all office orders, circulars,
codes, manuals into electronically organized
formats. - Web based Accounts re-conciliation, Accounts
current. - Online Library Management (Books, Specifications,
Drawings etc.) - On-line test for selection/promotion to higher
grades. - Online Technical Clearance, Finance Concurrence.
- Parcel office management.
- Control office management (including charting)
- Application for various use of Hospital Data
(like Patients Data, Medicine receipt/issues,
Ward management etc.)
18Other items
- During IT related crises Sr.EDPM should have
powers to purchase/ hire software/ hardware/
consultancy from outside agencies to overcome the
crises and reduce the system downtime. - It is recommended that security and data safety
audit to be conducted on regular basis and every
application should have audit trails. - Present applications running on COBOL e.g.
Traffic (Goods Passenger), Workshop payroll and
PWAY Stores should be migrated to RDBMS at the
earliest. - Additional posts/manpower to handle new
applications/ areas.
