Title: Lessons learned from the EmiliaRomagna Pilot Project
1Lessons learned from theEmilia-Romagna Pilot
Project
- Coast Information System (SIC) update (WP2)
- and application to spatial planning (WP4)

2Basic Facts about the pilot project
1 STEP update the Coastal Information System
(SIC) to support coastal and maritime areas
spatial planning (WP2) analysis at regional
scale, involving different regional departments
and institutions
3Basic Facts about the pilot project
2 STEP application of GIS cartography to
Ferrara Territorial Coordination Plan (WP4) the
study area regards coastal municipalities
4Emilia-Romagna WP 2 Activities completed
during Plancoast
The following WP2 objectives were successfully
reached in the PLANCOAST project
1. SIC update focused on the relevant topics in
Integrated Coastal Zone Management (RER-ICZM ).
New tematic fields and analytical tools were
created for territorial planning and GIS analysis
of coastal zones.
Some of the implemented fields are
- Marine hydrodynamics monitoring
- stations
- Marine hydrodynamics elaborations

Plancoast
2. New maps and reports oriented to improve the
knowledge and cartography, to be used in
territorial planning of the whole regional
coastal zone
Some example
Land use classification of the coastal strip
updated to 2005
Dynamic analysis e.g land use change
1943-1982
1982-2005
1943-2005

2. New maps and reports oriented to improve the
knowledge and cartography, to be used in
territorial planning of the whole regional
coastal zone
Some example
Shoreline evolution updated to 2005

2. New maps and reports oriented to improve the
knowledge and cartography, to be used in
territorial planning of the whole regional
coastal zone
Some example
Beach and dune basic features
Beach width
Beach use
Dune distribution
8Emilia-Romagna WP 2 contribute to WP4 Activities
completed during Plancoast
3. Vulnerability assessment carried out within
WP4 pilot project, with particular detail to the
physical coastal system of Ferrara Province.
- Ferrara coastal area lies in the Po delta plain
and is characterized by
- low topography with large areas below sea level
- intense morphodinamic evolution
- High human pressure and turistic exploitation of
the beach.
9Emilia-Romagna WP 2 connected to WP4 Activities
completed during Plancoast
Critical environmental factors acting in the
coast were identified. Vulnerability indicators
were analysed and combined using GIS technology.
10Emilia-Romagna WP 2 connected to WP4 Activities
completed during Plancoast
The vulnerability assessment was built up on the
base of the indicators ranking. Several thematic
maps, representing vulnerability classification
relative to specific factors, show the most
critical zones of Ferrara coast e.g
Shoreline changes due to subsidence rate plus
sea-level rise (2090)
Elevation plus subsidence rate
Coastal erosion
11Emilia-Romagna WP 2 - GIS Lessons learned
- We have enough data to support properly an ICZM
and the future IMSP (intagrated marine spatial
planning)
- It is very difficult to find not-environmental
data, i.e. social-economic data.
- A lot of time was spent to omogenized data format
, compiled by different organisations and
regional departments. The resulting integrated
information system permits to carry out correct
analysis of data, up to identify impact and
compatibility of different uses on the coast and
sea .
- Very important target was to establish a
procedure for an accurate vulnerability
analysis, up to identify objective constrains
and permissions for the planners.
12Discussion points
Comparing with the PlanCoast Handbook messages,
concerning data-management we found
Message 1 Carry out a regular stocktake of
coastal and marine uses maintain an updated
database of uses and their impacts. Its been
confirmed howewer many difficulties have been
encountered expecially to involve departments and
institutions which are not organised in data
collection and management.
Message 2 Prepare integrated and constantly
updated maps of marine spatial uses everywhere
(ongoing spatial observation/monitoring) we
approached this theme but some data are still
lacking for completing the maps.
Message 7 a) Improve availability and
accessibility to data and information. We
implement data according to EU Inspire Directive,
giving information on the sources, availability,
and metadata. To promote accessibility and data
exchange we have created a WEB-GIS for public
consultation of coastal data and cartography.
Message 7 b) Agree on systematic information
exchange it is important to underline the key
role of the regional institutions,
Message 7 c) Collect data according to need. It
is important a regular monitoring survey and
database updating
