Rash Field as seen from Federal Hill (Inner

- Currently, Rash Field is significantly
underutilized public space, used primarily for
volleyball and as a temporary site for the
Trapeze School. - Overall, the area is poorly maintained and
unattractive for visitors and local residents. - Public bathrooms are in disrepair, outdated,
rarely cleaned, and not highly visible for
visitors. - The park also includes the Pride of Baltimore
Memorial consisting of granite plaques and a
ships mast of remembrance.

- Parking Currently, the South Shore is
underserved in terms of parking. There are more
than ten times the number of parking spaces in
the CBD and nearly four times as many in Inner
Harbor East than on the South Shore. - The new parking will also replace parking
displaced the new West Shore Park. Additionally,
300 East Pratt and 414 Light Street (McCormick
Site) are likely to be developed in the near
future reducing public parking by several hundred
spaces. - Location Number of Spaces

- West and South Inner Harbor 1,654
- New City Park With the successful completion of
the West Shore Park, the opportunity exists to
enhance the South Shore with a new vibrant park
with a variety of uses including a childrens
park and playground. -

- Strong Economic Viability With a strong desire
for parking in the area, the project is
financially self-supporting. The Parking
Authority of Baltimore City (PABC) has determined
the project to be financially self-sufficient in
terms of construction, operational and
maintenance costs (slide 19). - A Link to Federal Hill The new park will create
spectacular views of the Inner Harbor. From the
Harbor, the view will be a consistent field of
greenery tress, hillsides and landscaping
from the promenade to the top of Federal Hill. -
- Additionally, the new park may include a
children's playground and other community
amenities. We expected the community to be
engaged in the programming process to ensure its
success.

- Ancillary Inner Harbor Support Facilities The
plan includes DPW office/service space
conveniently located for daily maintenance of the
Inner Harbor environs. Additionally, public
restrooms and a proposed space for Harbor Cruises
will be provided. - Maryland Science Center Support The new garage
will assist the Science Center by providing more
accessible parking for visitors. The new parking
will aid in the continued increase in the
centers visitor attendance and provide much
desired parking for after-hour events.

- South Shore Park
- Redevelop Rash Field as an enhanced public park
for a mix of recreational and event purposes
planned, designed, and maintained at a standard
appropriate to its important city-wide and local
role. - Maintain and enhance views from the Key Highway
approach to the Inner Harbor with the new park
that is on top of the proposed underground
parking garage. - Provide new and dynamic definition to the
promenade edge. This could include terraced lawn
steps where people will enjoy the sun and views
of the harbor activities.
