5Definition of Health Policy and Management
Health Policy and Management is a
multi-disciplinary field of inquiry and practice
concerned with the delivery, quality and costs of
health care for individuals and populations.
This definition assumes both a managerial and a
policy concern with the structure, process and
outcomes of health services, including the costs,
financing, organization, outcomes, and
accessibility of care.

- Several phone conferences
- Meet face-to-face at APHA in Washington DC in
November - Utilize Council on Linkages (COL) and ASPH
existing HPM competencies as foundation for
internet discussion and to generate initial list
for 1st Delphi - 3 modified Delphi sessions

- Workgroup chat-room responded to COL/APHA matrix
of MPH competencies to develop final list of 46
competencies for Delphi 1. - 1st Delphi resulted in more rather than less
competencies - Went into Round 2 with 50 competencies
- 2nd Delphi results
- Chairs combined and reduced to
- 7 domains
- 13 competencies

- Final teleconference narrowed down to 8
competencies - 4 parked competencies recommended for cross-
functional skill sets - Added back 2 from parking lot to get up to 10.
