HOW The Process?
1. Gather data using open forum with ground
rules 2. By achieving a balance between what is
best for our students and taxpayers of the school
district, the committee will develop choices thru
consensus to best meet the needs of our students
in the 21st century 3. After reaching consensus,
present choices to Board 4. Community may be
asked to consider approving a bond election

Purpose of this Program/Facilities
Planning Advisory Committee
  • Review existing programs.
  • Review existing facilities.
  • Hear/gather input from parents, students, etc.
    not on the committee.
  • PTO meeting, etc.
  • Gather input from TISD staff members
  • Hear/gather info from outside consultants, if
    needed.
  • Architect
  • Facility planners
  • Financial planners
  • Other outside consultants, if needed

6. Use surveys to gather data from a variety of
sources, such as community, parents, staff,
etc. 7. Review economic feasibility of plan
and/or recommendations. 8. Develop a plan to
ensure our children receive a quality
education. 9. To reach CONSENSUS on this
committees recommendations to take to the
Tidehaven ISD Board of Trustees.

  • Original building constructed in late 1940s
  • Practice gym, cafeteria, band hall and four (4)
    classrooms constructed in 1965
  • Industrial Arts building constructed in 1971
  • Ag shop constructed in 1977 with addition in 1983
  • Lab renovations completed in 1984
  • Field house constructed in 1989
  • Life Skills building constructed in 1993
  • Bus barn constructed in 2002

Intermediate - Original building constructed in
early 1950s - Additional classrooms, gym and
cafeteria constructed in 1958 - 6th grade
classrooms and new cafeteria constructed in
1977 - Two (2) classrooms, library and offices
constructed in 1988 - Two (2) outside, metal
classrooms constructed in 1996 - Band hall

Historical Data of Tidehaven ISDs Chapter 41/42
Status (2005 to 2007)
When a district appraised values divided by its
WADA becomes greater than 364,500.00, the
district becomes a Chapter 41 school district.

Chapter 41 Thoughts
  • State EXEMPTS recapture funds raised by Chapter
    41 school districts bond elections

A Chapter 41 school district gets to keep ALL of
the Interest Sinking (IS) funds raised with
bond election.
No recapture on IS funds.
Only certain expenses can be paid with bond money.
Capital outlay expenses 1. Buses 2. Maintenance
of buildings, including remodeling and/or
upgrades 3. Construction of buildings 4.
District may designate any item that costs more
than 500 and that lasts over five
(5) years as a capital outlay
expense
