5How Does EmFinders Work?
- The device does not have any buttons or a screen
and is under the secure remote control of the
EmFinders operations center - The watch-like device is worn by the individual
with cognitive or developmental disabilities and
can only be activated at the request of the
caregiver or the senior care community when the
person wearing the device has been reported
missing to the police - Once activated, the device places a call and the
network provides its location to a 911 operator
via the cellular network

7Key Points to the operation of the device
- The device cannot be accidently or mischievously
activated, and can only be activated upon human
confirmation of an actual emergency. - The device uses the existing E911 UTDOA location
system, and therefore it is highly effective
(both indoors and outdoors) and does not require
any incremental investment by emergency
responders. - By providing a precise location, the device will
greatly reduce the resource expenditure generally
required to search for and rescue a missing
person. - Formal PSAP training is not required, although
basic PSAP familiarization is recommended (a
short video is available for this purpose) in
fact, the device has been blind tested and in
all cases PSAP personnel took appropriate actions
8The activation/rescue process is as follows
- Caregiver calls 911 to file a missing persons
report. - 911 operator takes relevant information, creates
missing person file and provides a call for
service or case number to the caregiver. - A registered caregiver calls EmFinders Operations
Center to request device activation by providing
a police call for service or case number. - EmFinders verifies caregiver identity and
remotely activates the device. - Once activated, the device reports its location
to the nearest 911 dispatch center and transmits
an audio message to the 911 operator explaining
the nature of the emergency and providing the
phone number of the EmFinders Operation Center. - 911 operator dispatches law enforcement to the
location reported by the device and, at the
operators discretion, may contact the EmFinders
Operations Center for additional information
regarding the missing person. This information
will include the jurisdiction in which the
missing person was reported, the identity and
physical description of the missing person, known
medical conditions and caregiver contact
information. - Law enforcement stays in contact with the 911
operator until the missing person is located 911
operator can rebid and provide an updated
location as required. - Law enforcement assists in reuniting the missing
person with the caregiver (or, if necessary,
securing emergency medical treatment). - Law enforcement or caregiver calls EmFinders
Operations Center to cancel alert.
9Cellular Network Technology
- EmFinders does NOT use GPS. EmFinders uses the
cellular network thus allowing accurate location
even when in buildings or environments that would
interfere with GPS locators - 911 operators receive accurate location
information and will hear a recorded message with
information about how to contact the EmFinders
operations center

12Key Information for Dispatchers
- Active device appears like a cell phone calling
9-1-1 - Device has a phone number, is not an unregistered
cell phone - Re-transmit (RTX or re-bid) to update
location - Re-transmit does not mute device audio stream
- If initial call appears as Phase 1 wireless call,
re-transmit for Phase 2 information. If call
drops, device will re-dial 9-1-1 - Active device can answer a call from dispatcher,
then re-dial 9-1-1
