9Observations Current Non-Lethal Capabilities
Effectiveness
- 12 ga and 40mmMunitions are very effective within
10 to 50 Mtr range - NLCS a low-cost high- payoff investment
- Munitions based capabilities are mature
- Three Dilemmas require additional investment
-
Demo of impact of M1029 Rubber balls on ½ inch
Plywood at 15 meters
10The Road Ahead From Today to the Next Conflict
Three Dilemmas Remain
- Effective Nonlethal Weapons to separate human
shields from gunmen in crowds with standoff from
the control force greater than 100 meters - Nonlethal weapons to sweep areas during convoy
operations and suppress RPG gunners/IED operators
without killing non-combatants - Nonlethal Weapons to Stop Suicide Car/Truck
Bombers at Access Control points
11Dilemma 1 Separating Human Shields from Gunmen
in Crowds
Access Control Point covered with Lethal fires
12Dilemma 2 Convoys moving thru Choke Points
inAmbush Alley
Residential areas with two story Buildings are
RPG positions, high Civilian population
Alleyways and markets where hit and run Attacks
are set at Night
Combatants and Non-combatants intermixed and
killed by return fire
13Dilemma 3 Stopping Car/Truck Bombers at Access

14Personal Observations on the Road Ahead
- Focus Future DOD Investment in Non-lethal
Weapons on the Three Dilemmas - Focus DOD Investment on two High Payoff
Technologies - 1. Extended range capability
- 2. Rapidly mature Ground Vehicle Stopper
Technology - We have under invested in non-lethal
