- Gender equality means that women and men have
equal conditions for realising their full human
rights and potential to contribute to national,
political, economic, social and cultural
development, and to benefit from these results.

- The IPS reaffirms gender equality as an ODA
priority and gives CIDA its strongest mandate yet
on equality between women and men and womens
empowerment by requiring both the articulation
and achievement of results in gender equality
across all programming and policies

- Gender equality as a crosscutting theme applies
to all policy, regional, country, institutional,
sectoral, program and project levels. - A two-pronged approach is used
- 1. CIDA will strengthen its support to specific
gender equality programming in the five sectors
of focus that is, programming with a primary
focus on narrowing gender gaps -
- 2. CIDA will integrate gender equality in all
programming that is, all programming will be
expected to explicitly address at least one of
the three corporate results on gender equality -

- The Agency has identified three corporate-level
gender equality results - Decision Making More equal participation of
women with men as decision makers in shaping the
sustainable development of their societies - Rights Women and girls more able to realize
their full human rights - Development Resources and Benefits Reduced

and control over the resources and benefits of
development

development. - Objectives
- To advance women's equal participation with men
as decision-makers in shaping the sustainable

7CIDAS COUNTRY PROGRAM FRAMEWORK FOR PAKISTAN
2002 TO 2006
- CIDA's CPF for Pakistan has GE not only as a
cross-cutting theme, underpinning the key
priorities of support for democratic local
governance social development, but also as a
priority in its own right. - Under the GE objective, CIDA's aim is to
contribute to the improvement of women's human
rights, health, education economic empowerment.
