Cities Alliance and CDS

• Cities Alliance - a multi-donor initiative
  launched in 1999 by the World Bank and UNCHS
  (Habitat) providing grant funding for technical
  assistance.
• Supported by the governments of Canada,
  France, Germany, Italy, Japan, the Netherlands,
  Norway, Sweden, the UK and USA, Asian Development
  Bank, and international local government
  organizations.
• The program is managed by the World Bank.

CDS Activity - a Process a Product

• Identifies ways of enhancing a citys
• competitiveness,
  
• livability,
  management, and
  
  financial solvency
• A process to engage a wide coalition of local
  leaders to help strengthen the citys strategies
  and plans, reviewing its challenges and
  opportunities
• A Strategy, analyzed collectively and
  prioritized, to stimulate or sustain economic
  growth, and improve the quality of urban life

The CDS Program Stresses

• Clarification of a citys Vision
• An inclusive Participatory Process
• Producing a Long Term Strategy from which shorter
  term actions are derived
• Particular focus on needs of Vulnerable Groups
• Learning (capacity building)

• Complements current planning instruments,
  including Urban Master Plan and the 5-year Plan
• With increasing focus on regional urban
  development
• Supports sharing of experience among cities in
  China and internationally

• CDS is Multi-disciplinary and Dynamic, responsive
  to change (periodic reviews)
• Master Plans tend to focus on spatial
  development 5YPs on investment plan.
• Broad stakeholder participation
• CDS provides strategic guidance and context for

CDS Process

• Define the Citys Vision and Related Goals
  
• Analyze Opportunities Threats (the external
  environment), Strengths Weaknesses (the
  internal environment) to guide how to pursue the
  Vision and Goals
• Identify strategic principles and elements, and
  prioritize issues and initiatives.
• Define/refine strategic initiatives, policies,
  and related instruments
• Consolidate into a realistic, but challenging
  strategy document

China CDS-1 CDS-2 Programs

• CDS-1 provided assistance to the city-region of
  Changcha-Zhuzhou-Xiangtan in Hunan Province and
  to Guiyang in Guizhou Province.
• CDS-2 grant from Cities Alliance, with
  co-financing from DFID (UK), to
• Help strengthen strategies of the city-regions of
• Chengdu (Sichuan), Lanzhou (Gansu),
• Zhengzhou and Xinxiang (Henan), and
  
• Erdos / Dongsheng (Inner Mongolia)
• With emphasis on regional urban perspectives
• Study duration of about 9-12 months
