4Growth area planning
- Five Smart Growth Committees established
- Representatives government agencies, councils,
industry groups and the community - Undertaking strategic studies to provide advice
on future growth - Committees from Whittlesea and Wyndham have
reported both to the Council and Minister for
Planning - Reports will be considered by Government
individually and then together in late 2005 to
examine linkages and metropolitan wide
implications - Outcomes will be known once metropolitan overview
is complete.
5Urban Development Program
- Purpose to secure the ongoing ability to supply
land and supporting infrastructure to meet future
residential and industrial needs of metropolitan
Melbourne and the Geelong region.

6Regional Housing Working Groups
- Increased understanding of housing issues amongst
councils, DSE OOH - 5 Regional Housing Working Groups developing
Regional Housing Statements (RHS) - Will be used to inform planning work inform
future infrastructure and service provision - Will not be statutory documents that influence
permit decisions.
- Draft Eastern, Northern and Southern RHS
- endorsed for release subject to minor changes
and finalisation of estimated household
distribution - will be released for public feedback later in
2005.
- Draft Western RHS
- needs minor changes before being considered by
RHWG for endorsement and public release. - Will be released for public feedback later in
2005.
Draft Inner RHS finalised to be released for
public feedback June July
7Activity Centre Structure Planning
- Structure planning program for activity centres
is underway in all councils. - Seventeen structure planning projects covering 22
activity centres have received funding through
the 2.5 million Melbourne 2030 Local Government
Assistance Fund targeted grants program. - Structure planning also being carried out
through - Transit Cities Program
- Pride of Place projects
- Council work programs.

- Melbourne 2030 Transit Cities Program expanded
- attracting more than 1 billion in private sector
investment - Completion of Transit City master planning
projects - Masterplans have been completed for all 13
Transit Cities. - Priority Development Panel and Priority

- Working towards a greater level of certainty for
all those involved in the planning system. - 3.1 million in 2004-05 Victorian Budget for
implementation of BDF - Implementation well underway
- Reform is ongoing
12Melbourne 2030 Implementation Reference Group
(IRG)
- Established in mid 2003 to provide Government
with advice on Melbourne 2030 implementation - Representatives from 17 groups, including MAV and
VLGA (use your reps!) - Minister Hulls met with IRG on 5 April
- Reference Group strengthens effective
implementation - Minister is extending the term of the Group and
has identified key priorities

- Implementation of Melbourne 2030 will evolve as
early priorities are addressed, and as the city
and region change - Will require an ongoing and strengthened
partnership with local government - Regular monitoring and review
