• NGOs develop harm reduction activities other than
  MM based on a ministerial order
• HIV testing and counselling available for drug
  users, based on free will and confidentiality
• Organising the activity of hepatitis B and C
  testing for drug users

• Almost 50 in harm reduction programs belong to

CONCLUSION

• Public health programmes are in place for the
  entire population
• More programs on prevention and treatment of drug
  use, especially addressed to those groups in
  need, but
• the roma community involvement is essential
