Title: Health Metrics Network:
1Health Metrics Network
2an email message from WHO Lao PDR4 Feb 2004
We have been working very hard over the last
couple of years to improve the health management
information system, (with Luxembourg funds), but
still we are far away from satisfactory results.
This is mainly due to the fact that each agency,
NGO, and even each programme, has introduced
different health information system(s). As a
result we have one system for malaria (with 20
forms or so...!! See Kunming indicators) another
system for EPI, another for RPH introduced by
UNFPA, another for children's health by UNICEF
another for PHC, introduced by the WB/ADB and so
on...... The end result is a terrible MESS and
the generation of reports/indicators that are FAR
AWAY from any reality.
3Every programme, project, partner has a separate
ME plan
Every ME plan focuses on indicators but not on
the system for generating them
4The information paradox
- Countries with the highest burden of ill health
have the weakest health information systems - Vicious cycle of under-valuing and
under-investment in information systems, in part
due to donor actions
5Health Metrics NetworkWho is involved?
- Countries health, statistics, research, civil
society - Donors foundations, bilaterals, multilaterals,
UN, World Bank - Technical partners WHO, CDC, OECD/DAC
6What will HMN do?
- Build country health information systems
- Consensus technical framework to focus country
and donor actions - Technical and financial support to countries
- Incentives to increase access to and use of
information for decision-making
7The consensus technical framework Balancing
demand and supply

10Country HIS reform template - strategy
- Assessment of HIS using standardized tool with
indicators for monitoring and accreditation - Strengthen country mechanism for coordination and
collaboration - Health and statistics constituencies
- Donors and national institutions
- Development of 10 year HIS plan with indicators
and data collection strategies - Investment in new and improved data collection
platforms / tools - Analysis and synthesis of national health data,
including burden of disease, risk factors,
interventions, resource allocation and health
system - Dissemination and use for policy making and
planning and ME, including MDG reporting
