2006 Cruise Ship Meat Import Procedures
  • A summary of procedures for importing meat
    products from the United States for direct
    delivery to cruise ships in Canadian ports.

Eligible Establishments
  • USDA federally registered meat establishments are
    eligible to import meat products to Canada.

Eligible Meat Products
  • Products imported from third countries (eg. New
    Zealand) to the United States are not eligible
    as is for export to Canada.
  • Only meat products bearing USDA reg. est. numbers
    are eligible.
  • Animal Health restrictions may apply

Label Registration
  • The Canadian requirement for label registration
    and approval for prepared meat products are
    waived for imports to cruise ships.
  • Prepared meat products must have a US label and
    recipe approval .
  • All meat products shipped shall be labelled to
    meet either US or Canadian labelling requirements
    .

Official Meat Inspection Certificate
  • Products for export to Canada are certified as
    wholesome and meeting Canadian requirements by
    USDA Veterinary endorsement of form FSIS 9135-3
    Certificate for export of meat and poultry
    products.

Additional Statements
  • Additional statements required on the certificate
    9135-3.
  • Refer to Annex A , Chapter 10 of the Meat Hygiene
    Manual of Procedures for product specific
    statements.
  • For all direct delivery cruise ship supplies the
    additional statement of section 3.3 of Annex A is
    required.

Pre-verification Import Control Ottawa
  • Prior to export to Canada the US exporter must
    fax
  • a copy of the FSIS 9135-3 ( Certificate for
    export of Meat and Poultry products), and
  • a completed fax form Notification of intent to
    import cruise ship direct supply meat product
    into Canada to the Import Control Centre in
    Canada ( Fax 613 228-6623, Tel 613 991-3819).

Preclearance Documents
  • The FSIS 9135-3 copy must be complete
  • except for carton count and weight, veterinary
    signature and date of signature.
  • If satisfactory
  • a stamped document verified copy of the FSIS
    9135-3 will be faxed back to the exporter.
  • If unsatisfactory
  • the document will be returned with reasons for
    refusal.

Notes
  • product descriptions on the 9135-3 must match the
    product description on the shipping containers
  • label approval numbers for prepared products are
    not required.
  • quantity and weight must be estimated on the
    preclearance document
  • the precleared 9135-3 must be a carbon copy of
    the original 9135-3
  • except for quantity, weight, signature and date.

Ottawa Import Service Centre
  • Hours of operation
  • are 0800 to 1800 (Ottawa time) , Monday to
    Friday except holidays.
  • Limited emergency service on weekend mornings
    may be arranged by calling the centre and leaving
    a message regarding the problem.

Western Import Service Center (ISC)
  • Prior to the export arriving at the port of entry
    , fax to the ISC
  • The original complete FSIS 9135-3
  • The Document verified stamped preclearance copy
    of FSIS 9135-3.

  • manifest

ISC Import Decision
  • The ISC will return by fax one of the following
    on the Request for release approval
  • REFUSE - a problem with the import has been
    identified
  • shipment cannot enter Canada
  • APPROVED -Western Import Service Centre
    (stamped)
  • shipment may proceed to the border for entry

Fees and Original Certificates
  • The CFIA fee for document processing , payable by
    the importer is 68.00 plus tax.
  • Original Certificates
  • the importers agent/ broker must send all
    original 9135-3 certificates directly to the ISC
    at the address shown on the Request for Release
    document.

Drivers Documents
  • The truck driver must have copies of
  • all documents required for Canada Border Services
    Agency (CBSA) (Customs)
  • a copy of the original 9135-3 certificate
  • to be presented to the CFIA inspector upon
    request at the cruise ship terminal.

At the Canadian / US border
  • present to the Canada Border Service Agency (
    Customs) the
  • the CFIA stamped Request for release approval
  • customs manifests or other customs documents

At the Cruise Ship facility
  • All loads imported for cruise ships direct
    delivery
  • must proceed directly from the border to the
    cruise ship terminal
  • any load may be subject to CFIA verification
  • A copy of the 9135-3 will be requested by the
    CFIA
  • no pre- notification of inspection will be given.

  • Port of Vancouver, Canada Place Terminal
  • Port of Vancouver, Ballantyne Terminal
  • Port of Victoria, Ogden Point

Inspection Results
  • Inspectors will notify drivers/ and or ship
    agents when shipments are not in compliance .
  • Products refused at time of inspection are
    required to be returned to the USA. Pacific
    Highway will be the only exit port used for this
    purpose.
