Thank you for coming to my presentation. I would
like Mr. Kazuo Hiromi, the president of JISHA and
Mr. Koichi Igarashi, the president of JICOSH to
receive my special thanks for enabling me to
participate in this seminar.

Mongolian construction sector at a glance
  • The first construction organization was founded
    in 1926 and with the cooperation of Russia the
    first joint venture founded in 1930, which was
    responsible for city construction and
    organization
  • Well organized regulatory policies made the
    construction sector one of the main sectors in
    the Mongolian economy
  • As of 01 December 2003, 586 construction
    companies were operating out of 781 organizations
    that have a license to do construction work
  • Construction work including construction of home,
    hospitals, schools and others increased 2.6 times
    from the last years figure to 42.5 billion
    tugrug

  • MLPM is following JISHA experience and
    undertaking seminars for top level management of
    factories
  • Among 33 experts of MLPM participated in JISHA
    seminars, 6 experts mere from construction sector

  • From 2000 to 2003 professionals from JISHA
    organized 4 seminars in Mongolia. Themes were
  • Japanese Industrial Safety and Health management
    system
  • Japanese Safety and Health education system
  • Safety and Health controlling system
  • Safety and Health management system ct Toyota
    corporation
  • Fundamentals of Japanese construction Sector is
    Safety and Health management status
  • Joint project of JISHA and Japanese National
    Safety and Health committee for Safety and
    Health utilization
  • Zero accident campaign, KYT system
  • Zero Accident in industrial and transport sector
    and KYT system
  • Around 300 specialists from various industries
    participated in these seminars
  • In 2003, 70 labor protection teachers specialists
    were prepared from several seminars covering KYT
    system, Zero accident campaign in transport and
    industrial sector.
  • It is very important that JISHA and JICOSH are
    organizing seminars in Mongolia. 18 experts were
    involved KYT 2004 seminars and gained appropriate
    knowledge.

  • Develop a new labor protection law that indicates
    regulatory policies to legislate the labor issues
  • The main task of the regulatory policy must be
    the human safety
  • To increase the role of provincial governments in
    the labor protection
  • To enhance labor protection in organizations that
    involve high risk
  • Develop specific standards and requirements for
    the labor protection
  • Add labor protection study programs in high
    school and college programs

TASKS TO ENHANCE WORK ENVIRONMENT AND LABOR
PROTECTION
  • Prepare professional labor protection engineers
    in universities
  • Organize short training courses that is aimed to
    develop labor protection managers and develop
    knowledge testing system for them
  • Organize marketing campaigns to enhance public
    knowledge in labor protection and industrial
    safety
  • Develop regulatory systems, units that checks and
    controls labor protection standards, industrial
    health and industrial safety
  • Raise the punishment levels for managers for
    violating the labor protection law and standards
    and human safety standards

INDUSTRIAL ACCIDENT INSURANCE
  • Welfare, payments for industrial hazard and
    occupational decease from Social insurance fund
    law has been effective from 1995
  • Specialized insurance fund is developed which is
    crucial for hazard victims and their family.
  • Mongolia signed in Nov20 in 1997 to the Geneva
    convention of Labor safety, industrial health
    and work environment dated in June22 1981.
