4The LSC
- Formed in 2001 with the merger of Training and
Enterprise Councils (TECs) and the Further
Education Funding Council (FEFC) - Plans and funds further education (FE) in England
colleges, work-based learning and adult
education - Restructured in 2006 to create a regional
structure - Current Government consultation on its future

- Group chaired by Peter Little OBE, published
Through Inclusion to Excellence in November 2005 - Findings include
- Lack of planning
- Confusion between education, therapy and care
- Gaps in provision by disability and location
- Lack of inter-agency working
- Variable quality provision
- Escalating costs

- Made recommendations about the future planning
and funding of provision for LDD - Including
8Through Inclusion to Excellence
- The report made 40 recommendations including
- - the formation of an LSC team in each region
to oversee LDD developments, - - changes to the funding methodology for LDD
learners, - - joint agency funding for learners,
- - improvements to the quality of provision
9Learning for Living and Work
- The LDD strategy was published by the LSC in
October 2006 and took forward all the Little
recommendations. - The key priorities are
- - Increased access to high quality provision
- - Improvements in the quality of teaching and
learning - - Increased participation in learning
- - Increased economic participation
- - Increased social inclusion
- - Increased levels of attainment
10South West LLDD Strategy
- Builds on Learning for Living and Work, and work
undertaken by the Learning and Skills Network in
the South West on behalf of the LSC. - The LSN report looked closely at the supply of,
and demand for, LLDD provision in the region and
highlighted areas of concern, many which apply to
other parts of the country. - The South West strategy was launched in Spring
2007, and can be accessed on the LSC website

- More effective planning and working with partners
- Building new partnerships that will develop
provision - Filling gaps in provision, both in terms of
location and nature of disability - Reducing the need for learners to travel and live
out of their home area

- Using the expertise of specialist colleges and
providers as a regional resource - Developing ways of allowing learners to progress
to further education - Supporting learners to make the transition from
education to employment - Achieving better value for money
13Investment for Change
- To support the Learning for Living and Work
Strategy, development funding has been allocated
to each region. A range of projects have been
supported, including the development of new
provision, supported employment, job coaching and
improving quality. - Over 20 projects in the region ( details on the

- The value of support in employment
- Whole life support works
- Work and employment preparation fits with FE
- Need to be aware of imminent changes in the
curriculum and funding -
15Progression Through Partnership
- Joint strategy between Government Departments (
Health, Work and Pensions and Education), on the
role of further education and training in
supporting people with LDD to achieve fulfilling
lives. - 5 year programme tacking definitions, data, joint
policy, advice and guidance, assessment, support
services, local and regional planning - Getting a Life projects to bring together
planning, support and funding at local level
16Foundation Learning Tier (FLT)
- Part of a major overhaul of the curriculum of
what can be publicly funded - Still in the trial phase, but full implementation
planned for 2010 - Will affect all provision below Level 2
- Four pathways including supported
employment/independent living - Pathways contain functional skills, personal and
social development, and vocational skills - Supported by wrap around IAG and ongoing
assessment
17Raising Expectations enabling the system to
deliver
- Consultation runs until June 9th
- Run by DIUS and DCSF
- Proposes the routing of FE funding for young
people through Local Authorities by 2010 - Creates a Young Peoples Learning Agency
- Planning of LLDD 16-25 sits within YPLA
- Creates a Skills Funding Agency
- Adult provision through SFA
18Challenges for Providers
- Aligning with government priorities plethora of
plans and strategies - Working in partnership with agencies and other
providers - Funding reforms consultation withdrawn, but
some changes going ahead
