    knowledge) interdependent layers
  • Data processed to information value added to
    knowledge
  • Knowledge as a human construct
  • Knowledge divisible to tacit and explicit domains
    equal value of both
  • Tacit experience, insights, creativity and
    lateral thinking (Nonaka 1998)

3
  • Managing human resources to give employees
incentives to develop capacities and intelligence
    (Stiglitz 1999)
  • Information sciences find it difficult to
    manage/control knowledge (Vagan 2004)
  • Data management more suited to computer centres

for development knowledge the most important
    factor in development

nations despite of vast knowledge resources
    worldwide
  • Access to the Internet 75 USA/Europe vis 1.2
    Africa (Whyte 2000)
  • Most Libraries handle print info how to convert
    information to knowledge challenge
  • Outdated collections due to financial constraints

9
  • Addressing the info deficit in Africa? Crucial
    challenge for libraries agrarian societies?
  • Acquire knowledge produced elsewhere to avoid
    reinventing the wheel
  • Create knowledge locally through RD,
    organization knowledge creation, and IK
  • Build capacity of the population and firms to
    absorb and apply knowledge innovations
  • Create capacity to communicate knowledge through
    libraries, telecomms, mass media, extension
    services
  • Role of government is critical in the whole
process of addressing the information and
    knowledge gap/deficit
  • NEPAD and AU
  • Problems of handling indigenous knowledge and
    tacit knowledge

10
Innovation and knowledge production
  • Knowledge production vital for building a
    knowledge economy

    production? 2-5? (now less 0.01)
  • Tacit vis explicit knowledge production
  • Indigenous knowledge production

Conclusion and Recommendations
  • Transition to an information society should be
knowledge driven not ICT driven process role of
    libraries pivotal
  • Innovation and production of knowledge need to be
stepped up if Africa is to be part of the
knowledge revolution role of libraries critical
  • Better ways of managing and harnessing both tacit
knowledge and Ik need to be devised
  • Access to the Internet and its use for commercial
purposes is essential for Africa to bridge the
knowledge deficit libraries essential for low
    cost access strategies

16
Conclusions (cont)
  • Specifically we recommend
  • Pilot projects setting up business and economic
    development libraries in Africa
  • Researching Needs Baseline studies to collect
data on business and economic dev information
