- Port System in Latin America has developed in
different temporal and spatial contexts, than
other regions. - The process has been driven by concentration and
lately diffusion processes. - Disconnected hinterlands have played an important
role in the persistence of antique port models. - Interport competition has been a driving force
for port development in few areas. - External pressures have been primary initiators
for change

15Hub Ports
- Latin America has few strategic points in the
development of the hierarchical global network. - The most strategic location is Panama Canal.
- All ports along the East and West Coast of South
America are Load Centres. - An exception are the ports situated at the main
river mouths (Paraguay-Parana and Amazonas) - The region has lived a long period with the
ghost to establish global hub ports, especially
along on the East and West coast of South
America. - Being a hub port for a long time has been the
non plus ultra goal and marketing strategy for
many port authorities and governments, but the
creation of white elephants has been a
constraint in effective port development.
16Challenges
- Create port networking at national and regional
level - Strengthen integration of transport systems
- Develop joint regional vision
- Mitigate negative effects of under- and over
investment - For South America and the Caribbean the regional
equilibrium of the port system is currently under
a significant threat. - In a strive towards long-term sustainability the
regions ports have - to developintegrative and joint visions
- implementing
- efficiency and eficacy
- in the port system proactively seeking
development strategies taking into account the
position wihtin the global context
