3Requirements ofSenate Bill 1031
- In 2007 Senate Bill 1031 was passed requiring the
phase out of high school TAKS and replacing it
with EOC assessments in - English I, English II, English III
- Algebra I, Algebra II, Geometry
- Biology, Chemistry, Physics
- U.S. History, World History, World Geography
- Freshman class of 20112012 is first group to
have EOC as graduation requirement (current 6th
grade class)
4Requirements ofSenate Bill 1031
- Each EOC assessment will be scored on a scale of
0100. - To graduate, students on the Recommended
Distinguished HS Plans must attain a cumulative
score of at least 210 per subject area. - To graduate, students on the Minimum Plan must
attain a cumulative score of at least 70
multiplied by the number of courses they take in
which an EOC assessment exists.

- The cumulative score requirement for the Minimum
Plan varies by subject area and can be as low as - 210 for EnglishEnglish I, English II, and
English III - 140 for social studiesU.S. history and world
geography or world history - 140 for mathematicsAlgebra I and geometry

- Students must score at least 60 for the score to
count towards their cumulative score. - Students scoring below 60 must retake the
assessment each time it is administered. - Students scoring below 70 must receive
accelerated instruction.

- Any student may retake an EOC assessment for any
reason. - A students cumulative score is determined using
the students highest score on each EOC
assessment.

- A students score on an EOC assessment will be
worth 15 of the students final grade for that
course - A school district is not required to use the
students score on subsequent administrations to
determine the students final grade for that
course - A student is not required to retake a course as a
condition of retaking an EOC assessment

- Every third year, the agency shall release the
questions and answer keys to each EOC assessment
instrument administered that school year. - The agency may defer releasing assessment
instrument questions and answer keys to the
extent necessary to develop additional assessment
instruments.

- EOC assessments shall measure a students
performance on college readiness standards. - EOC assessments include special purpose questions
to measure - College readiness
- Readiness for advanced coursework

- Some EOC assessments, such as English I, have no
direct link to advanced courses or those that are
typically taken by students in 11th and 12th
grade. - Other EOC assessments, such as geometry, world
history, and biology, have no direct content
correlation to other EOC assessments.

- EOC assessments may not be administered earlier
than the first full week in May, except English
I, II, and III which may occur at an earlier
date. - The commissioner shall adopt a transition plan to
implement the requirements of SB 1031.

- Development of EOC assessments
- Follows the Test Development Process posted on
the TEA student assessment website - Involves educator committees such as focus groups
and advisory committee - Involves the Texas Higher Education Coordinating
Board - Includes higher-education faculty
19Current EOC Assessments
- Available for students who
- Are enrolled in and completing the course in the
spring semester, regardless of enrolled grade
level - Do not need special versions, i.e.,
linguistically modified, Braille, large print,
etc.these are not currently available

www.etesttx.com - Need to supply student enrollment file to Pearson

- Mandatory (for those campuses selected) EOC field
tests for spring 2009 are - Physicsonline only
- World Geographyonline and paper
- Three-week testing window is May 422, 2009
23Current EOC Assessments
- Districts were notified of their selection in the
field-test letter dated August 20, 2008 - Campuses should test all eligible students
enrolled in the course up to a maximum of 200 - Campuses should select from eligible students in
a random manner
24Current EOC Assessments
- EOC assessments are untimed, but designed to be
completed in about 2 hours - Operational tests are taking about 1½2 hours to
complete - Field tests are taking an average of about 1 hour
to complete
25Current EOC Assessments
- Are not grade specific
- Are not required to be part of a students grade
- Are not included in state or federal
accountability - Are not required for graduation, therefore there
are no retests available
