EPA found common problems in environmental
management in higher education settings
  • No organizational infrastructure for compliance
    with environmental laws locally and centrally
  • No clear delineation of roles, responsibilities
    and accountability for compliance locally and
    centrally
  • No systems approach to environmental management
  • Inadequate institutional knowledge of materials
    in use locally for compliance and emergency
    response
  • Inadequate regulatory training of faculty,
    principal investigators, staff and students who
    manage hazardous waste, chemicals and other
    regulated materials

MIT Given 5 years to implement EHS-MS
  • To avoid imposition of an industry-oriented EMS
    that relies on central command and control and
    wont work at MIT, we are designing an MIT EHS-MS
    that
  • Is tailored and is a model for academic research
    institutions
  • Makes compliance more efficient, easier to
    achieve

  • uniform training content for RCRA and SPCC

  • An administratively feasible system for
    determining who needs what training
  • A central training records database accessible
    by both EHS and DLCs
  • Fully automated implementation - 2005

EHS-MS Training System Requirements
  • Collaborate with DLCs on training content
  • System will allow DLCs to choose web, classroom
    or a mix
  • Content can be delivered by EHS or qualified DLC
    member
  • DLC or PI can add lab specific examples to
    uniform content
  • Support training within the PI group
  • Academic and non-academic DLCs included

  • Develop a Training Needs Assessment tool that
    determines an individuals training needs based
    on their reported job or research activities and
    their DLC affiliation, or their job title
  • Ensure training sustainability by creating a
    system that tracks training requirements and
    training completed
  • Notifications - Reminds trainees and EHS
    Coordinators when training is due
  • Develop a central training records database where
    EHS has access to all and DLCs have access to
    only their portion.
  • Develop integrated system of reports for tracking
    training.

Training Needs Assessment
  • Option 1 self assessment/on-line interview
  • Front end is a list of questions asking about
    research/job activities
  • Trainee indicates which research/job functions
    apply (works with chemicals in a lab, etc.)
  • Backend applies algorithms based on EHS and DLC
    rules to determine training needs
  • Option 2 EHS curriculum based on job title
  • Trainee Profile generated - list of regulatory,
    MIT, and DLC training requirements including
    frequency
  • DLC preferences for type of training are only
    ones presented (web, classroom/video, or mix)
  • Updated at least annually
