- In 1982, five divers lost their lives when a
vacuum was inadvertently drawn onboard USS
GRAYBACK (SSG 574). This accident was the
results of operator error, faulty equipment and
an inadequate design. This led to redesign of
diving systems to ensure a vacuum could not be
drawn. It also led to requiring safety analysis
during design for all systems and certification
of all material within the Scope of Certification
(SOC).

- Those systems and components which, when working
together, provide the capability for manned
operations. - Scope of Certification
- The SOC of a DSS is comprised of those systems,
subsystems and components and the associated
maintenance and operation procedures required to
provide maximum reasonable assurance that DSS
personnel are not imperiled during systems
operations.

- OQE is a statement of fact, either quantitative
or qualitative, pertaining to the quality of a
product or service based on observations,
measurements, or tests that can be verified.

5Identification of DSS-SOC Items

- Deep Submergence Systems Scope of
Certification -
- No specific action is required of the Supplier
by this clause alone. This clause is applied to
identify that the subject part number is a Deep
Submergence Systems Scope of Certification
(DSS-SOC) item which requires Certification
and/or Test Reports defined elsewhere in the part
number. -
- Special care should be taken to maintain
required Certifications and/or Test Reports for 7
years after close of the purchase order, as
required by Electric Boat Specification 2678.
All applicable Certifications and/or Test Reports
must be traceable to the Purchase Order and must
accompany the shipment to the address specified
by the Purchase Order.

11Certification of Implodability Testing
- Hydrostatic Testing requires cycling from zero
pressure to operating pressure for 10 cycles - Test Reports must contain all required
information specified by the Purchase Order - Test Reports must be signed by the test operator
and inspector - Serial Numbers for each item are required and are
to be traceable to the Test Reports
