- Enhancing domestic preparedness capabilities of
our nations emergency responders by - Providing surplus radiological detection
instrumentation and other equipment to
emergency responder agencies nationwide and, - Providing training and local long-term technical
support on this equipment to the
emergency responders.
3A COLLABORATIVE EFFORT
4HDER PROGRAM PILOT PROJECT
- The HDER Program Pilot Project will focus on the
ten largest metropolitan areas in the United
States. - Based on 2000 Census data, these metropolitan
areas are
New York City, Los Angeles, Chicago, Washington
D.C., San Francisco, Philadelphia, Boston,
Detroit, Dallas and Houston
5PILOT PROJECT DETAILS
- Targeted metropolitan areas will be able to
obtain surplus radiological detection
instrumentation and other equipment. - Equipment will be rehabilitated and provided at
no cost. - Training on many of the equipment items will be
available through the ODP Domestic Preparedness
Equipment Technical Assistance (DPETAP) Program. - Local Long-term Technical Support will be
available through a partnership with the Health
Physics Society.
6PILOT PROJECT EQUIPMENT
Surplus instrumentation and equipment available
through this program includes
Hand-held dose rate meters (e.g. ionization
chambers), electronic pulsers, microrem meters,
count rate meters used for contamination surveys,
instrument probes (I.E. alpha and gamma
scintillation and Geiger Mueller (G-M) probes)
and pocket ionization chambers (self-reading
pocket dosimeters).
Additional instrumentation and equipment items
will be added as the program matures.
7PILOT PROJECT TRAINING
- Training on the use of the equipment will be
available to the emergency responders in the
selected metropolitan areas through ODPs
Domestic Preparedness Equipment Technical
Assistance Program (DPETAP). - DPETAP...
- Is a comprehensive, national equipment technical
assistance program for emergency
responders. - Is conducted in partnership with the U.S. Armys
Pine Bluff Arsenal. - Assists responders in the proper operation and
maintenance of their radiological, chemical, and
biological detection and response equipment. - Provides detailed technical information and
hands-on equipment operation and maintenance
training.
8PILOT PROJECT LOCAL TECHNICAL SUPPORT
- Local long-term technical support will be
available through a partnership with the Health
Physics Society (HPS). - Part of HPS commitment to Homeland Security.
- Volunteers from local chapters will be available
to provide the following - Annual calibration and basic maintenance
- Hands-on refresher training
- Local source of expertise for questions regarding
instrumentation
9PARTICIPATION IN HDER PILOT PROJECT
- ODP will use its established relationships with
State Administrative Agencies (SAAs) in states
containing targeted metropolitan areas. - The SAA will be provided with a list of available
instrumentation and equipment, as well as a form
for requesting the desired items and any
associated training and local technical support. - ODP will coordinate with DOE on the delivery of
the equipment, with DPETAP to schedule the
requested training and with HPS. - Requests may be made quarterly, and an updated
inventory list will be provided at the start of
each calendar year quarter.
10BENEFITS OF HDER PROGRAM
- Immediately enhances domestic preparedness
capabilities to respond to an incident involving
a nuclear or radiological device. - Allows superior stewardship of surplus DOE
assets. - Utilizes existing DOJ relationships with state
and local emergency responder agencies. - Responds to President Bushs direction for
interagency cooperation and volunteerism in the
war against terrorism.
11STATUS OF HDER PROGRAM
First Delivery of Equipment to DPETAP for
training coordination occurred on February 6,
2002 Pilot Program Implementation targeted for
July 1, 2002

12FUTURE ENHANCEMENTS
- Expand program nationwide using ODPs established
relationships with State Administrative Agencies
(SAAs) in each of the 56 States and Territories
upon validation of program through the pilot
project. - Expand inventory of equipment available to
emergency responders.
