Coalition Status and Sustainability
  • Current Status
  • 40 of time to Coalition
  • 60 lead for biofuels, alternative fuels and
    transportation at the Oregon Dept. of Energy.
  • Membership Structure / Strategies
  • 7 member board. 37 public/private dues paying
    entities with an active contact list of over 350.
    Recruiting done by e-mail, phone, presentations
    and web-site. 5 tier dues structure (25 to
    3,000)
  • Steps to Become Self-Sustaining
  • The coalition pays for services, accounting,
    webmaster etc. but does not have a full or part
    time employee.

City of Portland Legislation
  • 3/07 All refuse and recycling carriers must use
    B20
  • As of 8/15/07 all diesel fuel dispensed by
    retailers within the City of Portland must
    contain 5 biodiesel (B5)
  • Beginning 11/1/07 all gasoline dispensed by
    retailers must have a minimum 10 ethanol.
  • Portland Water Dept. diesel vehicles (over 120)
    complete 1 year of running B99 (B50 in winter)
    with very little problems.

State Legislation
  • Biofuel feedstock incentive .05 / lb
  • Virgin oil or alcohol delivered for production in
    Oregon from Oregon-based feedstock .10/gal
  • Increased BETC for capital investment in
    renewable production and distribution facilities
    - 20 million cap at 50 of eligible costs.
  • Consumer credit - 0.50 / gal up to 400 gal for
    B99 E85 per vehicle.

State Legislation - RFS
  • When capacity of ethanol production facilities in
    Oregon reach 40 million gal/yr, an E10 RFS for
    gasoline will be mandated.
  • When production of biodiesel from regional
    feedstock reaches 5 million gal/yr a B2 blend of
    biodiesel will be mandated.
  • When production of biodiesel from regional
    feedstock reaches 15 million gal/yr a B5 blend of
    biodiesel will be mandated.

Significant/Noteworthy Vehicle Projects
  • Tidewater Shaver tugboat projects - 285,882
    gal/yr savings of 2 diesel
  • Truck efficiency projects 640 trucks pre-certed
    so far for an annual fuel savings of 850,000 gal.
  • Two ShurePower and two IdleAire TSE projects.
  • 100,000 EPA grant to support TSE
    implementation.

Lessons Learned
  • Make partnerships with entities that have some
    stake in the goal Describe new or creative ideas
    that furthered the goals of the coalition (i.e.
    funding, membership, outreach, project
    partnerships, regional partnerships, etc.) which
    may be duplicated by other coalitions.
  • Describe activities that didnt turn out as
    anticipated and what you learned from the
    experience.

Goals for 2007 Beyond
  • Re-design of web-site, coordinate with update at
    ODOE site.
  • Recruit new members and hold existing members.
  • andDescribe new or creative ideas to further the
    goals of the coalition (i.e. funding, membership,
    outreach, project partnerships, regional
    partnerships, etc.) which may be duplicated by
    other coalitions.
