Seabasing
Draft
Background/Key Issues
Guiding Questions
  • How can the Army Marine Corps develop a common
    understanding of Joint Seabasing?
  • Should the Army Marine Corps partner for Joint
    Seabasing capability development?
  • Coordinated strat. comm.s/Congressional
    testimony?
  • Doctrine, concept, capability development?
  • Joint ST / RD / experimentation?
  • Can the Army Marine Corps agree on Joint
    Seabasing priorities? How?
  • How can the Army Marine Corps convince Navy to
    share those priorities?
  • How can joint seabasing requirements be elevated
to compete in toto as a national requirement to
    counter growing anti-access environment described
    in JOE/CCJO?
  • How should joint seabasing be addressed in QDR?
  • Army Marine Corps do not have a common
    understanding of Joint Seabasing
  • Both Services agree on the need for Joint
    Seabasing
  • Focus on reducing gap between initial and
    follow-on forces
  • However, individual Service imperatives drive
    different priorities
  • Marine Corps focus on Maritime Expeditionary
    capabilities development (amphibs, MPF, MPF(F))
  • Army focused on wider array of deployment/
    employment methods
  • Independent (of each other) concept development,
ST / RD efforts, wargaming, testimony, etc.
  • Operational Impact Limited ability to support
Joint Force Commander requirements in an
    anti-access environment

Marine Corps Position/Objective
Army Position/Objective
  • The Marine Corps fully supports Joint Seabasing
  • Noteworthy Navy/Marine Corps contributions to
Joint Seabasing include amphibs, MPF, MPF(F),
    connectors (JHSV, MV-22, CH-53K, etc.)
  • The Marine Corps is acutely aware of the
challenge of achieving Joint Seabasings full
potential in an austere fiscal environment and
    different Navy priorities
  • The Army views Joint Seabasing as an outstanding
opportunity to advance Joint Force requirements
    for improved strategic responsiveness and
    operational agility within an anti-access
environmentand by synchronizing the sea base
with other means of projection, it will expand
    force projection, operational maneuver and
    sustainment options throughout a campaign.
