  • Research for the benefit of SMEs (1336 ME)
  • Regions of Knowledge (126 ME)
  • Research Potential (340 ME)
  • Science in Society (330 ME)

4
Definition of Research Infrastructures
  • The term research infrastructures refers to
facilities, resources and related services that
are used by scientific community to conduct
top-level research in their respect field.
  • This covers major scientific equipment or set of
    instruments, collections, archives, ICT based
    infrastructures.
  • They might be single sited or distributed
    (network of resources)

5
FP7 Research Infrastructures in brief
ESFRI roadmap
Objectives to optimise the use, development and
integration of the best Ris existing in Europe to
help create new Ris of pan-European interest (or
major upgrades)
6
FP7 activities in the field of Research
Infrastructures
  • Optimising the use and development of the best
    existing RIs in Europe
  • Helping to create in all fields of science and
technology new RIs, of pan-European interest
  • Supporting policy development

7
ICT-based InfrastructuresBoundary with other
activities
  • Data is a key infrastructure for scientific
communities, but dramatic increase in raw data
    requires a change in culture
  • Specific e-infrastructures needed for storage,
high speed connectivity, computational grids and
    data management
  • High performance computing to be followed under
     new  research infrastructures

8
Indicative share of financing
9
FP7 will continue supporting integration of
existing RIs
  • Activities integrating scientific research
    infrastructures (580 ME 2007-2013)
  • Development of e-infrastructures in support of
    scientific research (incl. scientific data
    repositories) (420 ME 2007-2013)
  • Implementation through
  • Bottom-up calls for proposals open to all fields
    of science
  • Targeted calls implemented in coordination with
    thematic areas

10
FP7 support to new infrastructures (RIs)
  • Desing studies to support the conceptual design
for new facilities or major upgrades of clear
    European dimension and interest
  • - bottom-up calls (70 ME 2007-2013)
  • Support to the Construction of new
infrastructures and major upgrade to existing
    ones
  • - based on ESFRI list (530 ME 2007-20013)
  • (Direct EC (average) contribution ca. 5 ME/ RI
    to 4 years)

11
Supporting integration of existing RIs
  • activities integrating scientific research
    infrastructures
  • Development of e-infrastructures in support of
    scientific research
  • Implementation through
  • Bottom-up calls for proposals open to all
    fields of science
  • Targeted calls in coordination with thematic
    areas

12
Why a targeted approach?
  • To ensure consistency and create synergies with
    the cooperation programme
  • Strategic approach, stimulating RI actions in
specific fields, currently not well covered (e.g.
    health, energy, transport)
  • Topics identified are complementary to research
topics under the cooperation programme (a precise
    analysis is available)
  • The evaluation procedure will be similar to the
    one for the bottom-up approach.

13
Targeted approach criteria for the
identification of topics
  • Clear need in FP 7
  • Exact coordination with Cooperation programme
    requirements
  • Clear link between RD questions of the thematic
    priorities and RI needs
  • Synergy and added value, avoidance of overlapping
  • Existing RIs relevant to the topic
  • There must be a basis of existing RIs of
European relevance that are ready to cooperate in
    an I3

14
First priority topics identified for integrating
activities
  • Health (6)
  • Food, Agriculture and Biotechnology (3)
  • Information and Communication Technologies (3)
  • Nanosciences, Nanotechnologies and Materials (2)
  • Energy (5)
  • Environment (4)
  • Transport (3)
  • Socio-economic Sciences and Humanities (4)
  • -gt 30 priority topics for Integrating Activities
(targeted approach) in 7 fields of RD

15
Targeted approachthe budget
  • Typical I3 average EC contribution of 10 M
  • 30 priority topics for the targeted approach in 7
    fields of RD
  • Ideally one proposal per priority topic
  • Indicative budget of ?
  • -gt Average success rate of about 30 90 M
  • -gt Average success rate of about 40 120 M
  • -gt Average success rate of about 50 150 M

16
Design StudiesScope, targeted versus bottom-up
  • Design studies aiming at  conceptual  design,
    not detailed design
  • Total cost likely smaller than under FP6, i.e.
    less than 5 M
  • Scope larger than the ESFRI identified  emerging
    ideas  bottom-up possible
  • but do we have sufficient funds?
  • should we not be selective ?

17
Construction PhasePreparatory phase
  • Support to the ESFRI roadmap in 2007
  • Important phase to check that projects are
recognised by MS as important for Europe
  • Tasks supported ranging from technical work and
    strategy development, to preparation of
logistics, governance plans, legal and financial
    issues
  • main deliverable a (draft) agreement between MS
    and stakeholders for the construction
  • EC support similar to FP6  design studies ,
    i.e. 5 to 10 M in average.

18
Construction PhaseSynergies with other
instruments
  • Structural Funds
  • Construction of new RIs eligible under SFs
  • Construction spanning over the next 10 years
  • Preparatory phase needed to prepare files
  • RSFF
  • Stimulation of a new financial tool for research
org. (several show cases already existing)
  • Eligibility will concern facilities with
ownership or operation involving entities in at
    least 3 MS or AC
  • 40 M already available in 2007 (200 ME 2007-2013)

19
Funding Schemes
  • For Integrating Activities e-infrastructures
  • a combination of collaborative research and
    coordination and support measures
  • For new research infrastructures
  • collaborative research and coordination and
    support measures (when more appropriate)
  • For support actions (65 ME 2007-2013)
  • coordination and support measures (incl. NCP
    network)
  • ERANETs to be used for supporting coordination of
    national / regional policies

20
Evaluation Criteria
  • Excellence
  • relevance at international level capacity to
offer a top-level service to scientists
  • Impacts
  • added value of EU support RI impact on ERA as
well as on EU sustainable development
  • Implementation
  • life-cycle costs evaluated quality of
    management stakeholders commitment

21
Indicative budget and calls (not final)
