Hazardous Waste in the Real World
  • What did we expect ?
  • Whats the reality?
  • Where are we going?
  • What do we want?

3
What did we expect?
  • A shortfall in treatment capacity
  • Hazardous landfill to be at a premium
  • Greater demand for thermal treatment
  • An increase in the overall volume of hazardous
    waste as new wastes caught

4
(No Transcript)
5
Whats the reality?
  • 4.2Mte hazardous waste being produced
  • 1.3Mte being landfilled in hazardous sites /
    cells
  • No significant increase in treatment reported
  • High volume of CD waste landfilled before July
  • Reclassification
  • Storage on site of production?

6
Whats the reality?
Agency data given to HWF
7
Whats the reality?
Agency Data given to HWF
8
Whats the reality?
  • Landfill operators have applied for elevated WAC
levels for all components (except DOC) and wastes
  • Oily wastes continue to be landfilled as
    non-hazardous (5-10 oil)
  • Waste is being accepted into non-haz landfill on
a WAC or BAP analysis only
  • WAC testing of non-granular waste (eg paint tins)
is ad hoc and there is little guidance
  • Consolidation and mixing under review

9
Where are we going?
  • Economic drivers are often stronger than
    regulatory issues CATNIP
  • Money is being lost when regulation doesnt drive
    the market
  • WEEE processing
  • Animal by-products
  • Producers are continuing to minimise haz waste

10
Where are we going?
  • We live in exciting times!
  • Industry at a crossroads flurry of activity
  • Investment is being made in new technology where
    markets are certain
  • Materials recycling facilities (MRF)
  • Mechanical biological treatment (MBT)
  • Autoclave
  • Energy from Waste
  • Pyrolysis and gassification

11
Where are we going?
  • Capacity is being provided where a demonstrable
    need is identified
  • Waste companies provide a range of integrated
    services
  • Provide expert advice on the management of waste
  • Developing partnerships with waste producers

12
What do we want?
  • The old chestnuts
  • Certainty
  • Clarity
  • Consistency
