Introduction
  • The State of Nagaland has been implementing the
    Mid-Day Meal Scheme since November 1995
  • Keeping in view the directives of the Honble
    Supreme Court and GOI, the State has geared up to
    achieve the objectives of cooked meal with a
    minimum 450 calories 12 gms proteins at Primary
    Stage and 700 calories 14 gms proteins at Upper
    Primary Stage
  • During 2007-08, the scheme covered 1775 Govt.
    Schools with a total enrolment of 174176 and 11
    EBBs with enrolment of 1661.

System of release of fund (Central State)
  • Central Assistance
  • i) Cooking Cost
  • The State Govt. sends proposal to the GOI as per
    the guidelines.
  • The GOI releases the fund to the State Govt. as
    ACA
  • The Deptt. sends proposal for release of the same
    from the State Govt.

  • The Deptt. after receiving fund releases to the
    DIS.
  • The DIS then releases the fund to the respective
    schools/VECs under their jurisdiction.
  • The schools/VECs depending on the fund received
    provides any locally available nutritious
    supplementary food items.

  • ii) Kitchen Devices
  • During 2007-08 GOI has released an amount of
    Rs.2.30 lakhs under ACA for Upper Primary Stage
  • Physical unit sanctioned was for 46 Schools
  • The State Govt. has already released the fund
  • The process of providing the same is already
    being started

  • iii) Kitchen Shed construction
  • During 2007-08. the GOI has released Rs.1.80 for
    construction of kitchen shed for Upper Primary
    Stage
  • Physical unit sanctioned for the same was 3 Nos
  • The State Govt. has already released the fund

Activities during 2007-08
  • Common Kitchen which was introduced in Kohima
    Town covering 14 schools serving Mid-Day Meal to
    nearly 2500 children 2006-07 is functioning
    effectively. Construction of Kitchen-cum-Store
    for Common Kitchen is under process.
  • The Kitchen is run by a registered NGO called
    Vimeyie Society.
  • Re-filling of gas cylinder was provided to
    schools where gas connection was issued under the
    scheme from the fund made available under State
    Govt. Share.

  • Supplementary food items such as, potato, dal,
    maggi, tin-fish, Soyabean, Grams(chana), Steel
    plates/cups etc. was provided from State fund.
  • De-worming and Vitamins(Polybion) was provided to
    174176 students as per the guideline of GOI.
  • 4261.38 Metric tons of foodgrains (Rice)
    allocated, lifted utilised during 2007-08 for
    both Primary Upper Primary Stage.

  • Kitchen Devices - Rs.1.25 lakhs (25 Units)

Persisting Problems
  • 1. Transportation of foodgrains
  • The topographical regions of the State are very
    severe and full of hilly ranges, which break into
    a wide chaos of spurs and ridges.
  • Most of the villages are on the hilltops at
    higher elevations.

  • To reach every village school by the Authorised
    Agency is impracticable.
  • The Authorised Agency deliver the foodgrains to
    the respective DISs Go-down.
  • The VECs have to collect the foodgrains from the
    DISs Go-down at their own expenses, which is
    taxing them heavily.

  • 2. Pre-Primary (i.e. class AB)
  • Pre-Primary (classes A B) is attached to
    Primary School through out the State.
  • The Scheme needs to cover Pre-Primary section also

Conclusion
  • Inspite of all persisting problems, the State of
    Nagaland is already geared up to fully implement
    the Scheme by making use of the contributions of
    the Community, such as, VCs (Village Council),
    VECs, Parent-Teacher Association (PTA), Self-Help
    Groups (SHG), Mothers Association and other
    reliable NGOs who are attempting to bring quality
    education in the State.
