Why Clean Diesel?
  • Reducing diesel emissions is one of our countrys
    most important air quality challenges
  • Diesel engines are the workhorses of the nation
    millions of diesel engines already in use
    continue to emit large amounts of nitrogen
    oxides, particulate matter and air toxics
  • These emissions are linked to premature deaths,
    asthma attacks, lost work days, and global
    warming

  • Clean diesels are one of the most fuel-efficient
    vehicles
  • Ultra Low Sulfur Diesel Fuel (ULSD) enables
    advanced control technologies
  • Alternative fuels
  • Biodiesel, CNG, LNG, LPG, etc
  • Hybrid vehicles conserve fuel, lower CO2
  • Idle Control Technologies
  • Provide CO2 reductions for school buses, trucks,
    locomotive, marine engines, etc
  • Truck stop electrification, shore power, APUs,
    fuel operated heaters, battery air conditioning,
    automatic shutdown/start-up

Clean Diesel Climate Benefits
  • Black Carbon (BC) Current studies strongly
    point to diesel engines as the 1 source of BC
    emissions in the U.S.
  • BC is the light absorbing component of PM
  • Absorbs sunlight while in the atmosphere
  • Creates a warming effect on the earth
  • Deposition on snow/ice surfaces lead to quicker
    melting
  • Proven technologies available to reduce BC gt 90
    for immediate results
  • Wall-flow filters, engine replacement, etc

Successes of NCDC
  • All existing National Clean Diesel projects will
    lower PM by nearly 30,000 tons and realize 5
    Billion in health benefits when fully implemented
  • 50 M DERA Funding FY08
  • Demand for funding assistance outweighed
    available funding by 51
  • Grantees matched 1 for 1
  • Over 300 applications received
  • 60 M DERA Funding FY09
  • Will publish funding competitions early Fall

Recovery Act Funding
  • President Obama signed bill into law on February
    17, 2009
  • 789 billion economic stimulus package includes
    300 M funding for EPAs Clean Diesel program
  • One-time funding separate from Energy Policy Act,
    Diesel Emission Reduction Program
  • All ARRA of 2009 clean diesel grants will focus
    on promoting economic recovery, preserving and/or
    creating jobs and reducing diesel emissions
  • Nearly 650 applications received
  • Approximately 2 billion requested offering over
    2 billion in matching funds

DERA Priority Projects
  • Maximize public health benefits
  • Are the most cost-effective
  • Are in areas with high population, air quality
    issues, and air toxic concerns
  • Are in areas that receive a disproportionate
    quantity of air pollution (i.e. truck stops,
    ports)
  • Maximize the useful life of the engine
  • Conserve diesel fuel and utilize ULSD (early
    introduction of ULSD for nonroad projects)
