Preliminary Findings
Data collected through the pilot indicates that
Seamless Acceptance is possible.
  • Electronic Documentation Quality
  • All mailers have substantially improved their
    manifest quality
  • Piece counts differences between files are below
    1 from 2.5 in August
  • Tray associations are nearing 100
  • Mailpiece Counts
  • Increases in scan rate allow accurate
    determination of the number of manifested pieces
  • Presort Errors
  • Errors caught by MERLIN are also found by SAVP
  • Barcode Quality
  • Declines in barcode quality lead to corresponding
    declines in scan percentage
  • Barcode Validity
  • Average 1.5 to 2 invalid POSTNET

Developing a Seamless Acceptance Process Document
  • Provide electronic documentation via Mail.dat or
    Web Services that includes
  • For each ZIP group (logical tray), a piece count
    by
  • Destination, Presort Level, and ZIP Code
  • For each physical tray
  • Unique Tray ID (EDL)
  • For each piece
  • Unique 4CB
  • Presort Level
  • BEI in the Permit/IBI applied to the piece

Business Entity Identifier (BEI)
Participants in Seamless Acceptance will need a
Business Entity Identifier (BEI).
  • BEIs can be 6 or 9 digits
  • Large mailers will receive 6 digit BEI, all
    others will receive 9 digit
  • Given to any customer type (i.e. mail owners,
    mail producers, mail preparers, etc)
  • Seamless Acceptance participants must obtain a
    BEI used exclusively for Seamless Acceptance
    mailings
  • Used to uniquely identify Seamless Acceptance
    participants
  • Used to distinguish Seamless Acceptance pieces
    from other pieces for that customer in the mail
    stream

    data.
