    throughout district to qualify for support for
    new space
  • The district is operating at 86, but is too
    large and complicated to deal with in one go
  • Result proposal to close school, sell land, with
    real prospect that it will be turned into private
    school for boys

3. COSTS
  • It is outrageous to compare costs of operating
    QEA with those of the UHill Schools and Jules
    Quesnel
  • The cost per student of operating QEA is
    6,000/year whereas the District Average is
    7,300/year
  • Data for other schools appears to be unavailable

  • QEA costs includes 1,800/year fixed costs and
    4,200 student based costs
  • Moving the students elsewhere and closing the
    school might save about 200,000/year
  • Alternatively, adding students to satisfy extreme
    unmet demand for French Immersion would only cost
    4,200/student, which is 3,100 less than
    District average of 7,300
  • QEA could readily accommodate an extra 65 French
    immersion students for a saving of 200,000 and
    stem the flow to independent schools

  • Throughout district independent elementary school
    enrollment is about 20 of public school
    enrollment
  • Independent elementary school enrollment in Point
    Grey/Dunbar is greater than public school
    enrollment
