Emergency Director (ED) has the authority and
responsibility to perform the required functions,
including initial activation of onsite response
assets, notification of offsite authorities, and
requests for offsite assistance. Did the fire
protection response units receive safe route
information provided to include meteorological
conditions in accordance with P/E 6.4 P/E
6.29 P/E 6.34.4 P/E 6.36.1 and P/E 6.36.2
Y40-165, Paragraph A.1.d PSS requirement

- The response was evaluated against 79 objectives
(Appendix A). Seventy six (76) objectives were
met and three objectives were not met and rated
as Weaknesses. Two findings were identified
which require immediate management attention. - Findings
- The draft facility spill response procedures did
not provide initial response/mitigation
strategies for large spills as is required by
Y40-007, paragraph VI.A.2.b and p. - Current Industrial Hygiene procedure
Y73-66-IH-012INS, paragraph D.13.2 does not allow
IH personnel to monitor areas outside the
predicted plume for habitability as is required
by Y40-153, Appendix D item 11, and Appendix I
item 8.

relocation of the TSC was not briefed. - RECOMMENDATION Brief ERO Senior Management of
the transfer of Emergency Director process in
Y40-153, Appendix B, during the next scheduled
