Who is AFRALTI?
  • An INTER GOVERNMENTAL Regional Telecommunications
    Institute for higher level telecommunications
    Training, serving the English Speaking Countries
    of Africa.
  • Established in 1987
  • Currently, there are 9 member countries who have
    signed the Intergovernmental Agreement.

  • Zimbabwe
  • Mozambique
  • Seychelles
  • Lesotho

  • Main focus was on provision of advanced and
    specialised telecommunication, technical and
    management training, that was not available in
    national training institutions
  • AFRALTI member countries were represented by
    their respective Telcos, incumbent operators.
    That role has moved to Regulators.

IMPERATIVES FOR TRANSFORMATION OF AFRALTI
  • SECTOR CHANGES in the 90s
  • Liberalisation and entry of competition
  • Restructuring exercises reducing numbers at the
    workplace
  • TECHNOLOGICAL CHANGE
  • Fixed, Analogue, Digital, Mobile wireless,
    Satellite, all in one decade.
  • Required a completely new set of skills at place
    of work.

  • EMERGING REGULATORY INSTITUTIONS
  • Regulatory effectiveness depends on the
    competency of their staff, and this was a
    completely new challenge to everybody.
  • INTERNALLY WITHIN AFRALTI
  • Pressure for AFRALTI to be self sustaining
  • Contribution Fatigue
  • From Operator Funding to Regulator Funding

ITU support for AFRALTI
  • ITU always associated with AFRALTI from the
    beginning
  • Funded study on need for AFRALTI
  • For Four Years (1987 1991) AFRALTI existed as a
    UNDP-funded Project.

THE CENTRE OF EXCELLENCE AND AFRALTI
TRANSFORMATION
  • The Centre of Excellence is an ITU worldwide
    initiative to assist players in the emerging
    markets of the developing world cope with the
    challenges in the sector (Liberalisation,
    Competition, Technology Change, Restructuring and
    Modernisation of Management, Regulation, etc)
  • Focus of CoE is on Institutional and Human
    Resource Capacity Building.

  • An AFRALTI Transformation Study was done in 2002
    with CoE Project Funding
  • Focus of study was to understand the form, nature
    and magnitude of transformation AFRALTI needed to
    take to play its full role of supporting the
    transformation of the Telecoms sector.

  • The results of the study charted the AFRALTI
    roadmap towards excellence. The work of AFALTI
    and CoE since that report is towards
    implementation of the Studys Action Plan.

AFRALTI/COE CONVERGENCE OF PURPOSE
  • Within our region, there was therefore a
    convergence of purpose between the CoE and
    AFRALTI.
  • It made sense for the CoE to fulfil its mission
    through supporting AFRALTI. The success of
    AFRALTI is the success of the CoE(E) and vice
    versa.
  • It became a primary objective of the CoE to
    transform AFRALTI into a Centre of Excellence for
    English Speaking countries of Africa.

    in the developed countries, with a desire to help
    the developing world.
  • With other development partners
  • With other International and Regional
    Telecommunications Training Institutions (eg IIT)
  • Establishing and strengthening Networks within

OUR SHORTFALLS
  • Have not adequately covered all sub-regions in
    particular the West African English Speaking
    countries.
  • This will be addressed by the establishment of a
    hub in Ghana this year
  • Not adequately penetrated players in Africas two
    big markets South Africa and Nigeria. With
    Nigeria, strong link with NCC.

  • Thin base of professional staff.
  • Made up for by developing regional resources and
    part-time experts. Our database of Experts is
    now growing
  • Co-ordination??

MARKETING
  • Have not fully broken with our past flirtation
    with incumbent fixed operators
  • We have more to offer mobile operators than they
    are using, or they know
  • Some markets far from us use us more than those
    that are near
