5Who is AFRALTI?
- An INTER GOVERNMENTAL Regional Telecommunications
Institute for higher level telecommunications
Training, serving the English Speaking Countries
of Africa. - Established in 1987
- Currently, there are 9 member countries who have
signed the Intergovernmental Agreement.
6These are
- Kenya
- Uganda
- Tanzania
- Malawi
- Swaziland
- Zimbabwe
- Mozambique
- Seychelles
- Lesotho
7- Main focus was on provision of advanced and
specialised telecommunication, technical and
management training, that was not available in
national training institutions - AFRALTI member countries were represented by
their respective Telcos, incumbent operators.
That role has moved to Regulators.
8IMPERATIVES FOR TRANSFORMATION OF AFRALTI
- SECTOR CHANGES in the 90s
- Liberalisation and entry of competition
- Restructuring exercises reducing numbers at the
workplace - TECHNOLOGICAL CHANGE
- Fixed, Analogue, Digital, Mobile wireless,
Satellite, all in one decade. - Required a completely new set of skills at place
of work.
9- EMERGING REGULATORY INSTITUTIONS
- Regulatory effectiveness depends on the
competency of their staff, and this was a
completely new challenge to everybody. - INTERNALLY WITHIN AFRALTI
- Pressure for AFRALTI to be self sustaining
- Contribution Fatigue
- From Operator Funding to Regulator Funding
10ITU support for AFRALTI
- ITU always associated with AFRALTI from the
beginning - Funded study on need for AFRALTI
- For Four Years (1987 1991) AFRALTI existed as a
UNDP-funded Project.
11THE CENTRE OF EXCELLENCE AND AFRALTI
TRANSFORMATION
- The Centre of Excellence is an ITU worldwide
initiative to assist players in the emerging
markets of the developing world cope with the
challenges in the sector (Liberalisation,
Competition, Technology Change, Restructuring and
Modernisation of Management, Regulation, etc) - Focus of CoE is on Institutional and Human
Resource Capacity Building.
12- An AFRALTI Transformation Study was done in 2002
with CoE Project Funding - Focus of study was to understand the form, nature
and magnitude of transformation AFRALTI needed to
take to play its full role of supporting the
transformation of the Telecoms sector.
13- The results of the study charted the AFRALTI
roadmap towards excellence. The work of AFALTI
and CoE since that report is towards
implementation of the Studys Action Plan.
14TARGET GROUP Those with the capacity to make a
difference
- Policy Makers
- Decision Makers
- Top Level Managers
- Professionals who influence policy making.
15AFRALTI/COE CONVERGENCE OF PURPOSE
- Within our region, there was therefore a
convergence of purpose between the CoE and
AFRALTI. - It made sense for the CoE to fulfil its mission
through supporting AFRALTI. The success of
AFRALTI is the success of the CoE(E) and vice
versa. - It became a primary objective of the CoE to
transform AFRALTI into a Centre of Excellence for
English Speaking countries of Africa.
16APPROACH OF THE COE
- PARTNERSHIPS With private sector organisations
in the developed countries, with a desire to help
the developing world. - With other development partners
- With other International and Regional
Telecommunications Training Institutions (eg IIT) - Establishing and strengthening Networks within
the region. - Strengthening AFRALTIs Institutional Capacity
17- STRENGTHENING INSTITUTIONAL CAPACITY WITHIN
AFRALTI - Support it with Resources (Training equipment,
infrastructure support) - Support it with Expertise (from within the ITU,
other agencies and partners) - Support it with Staff Development
- Support it with Running Programs
- in relevant key areas

organisation and management, commitment and will,
African initiatives can succeed.
30OUR SOURCE OF STRENGTH
- OUR APPROACH
- OUR FRIENDS/PARTNERS
31OUR APPROACH
- ADDRESSING SPECIFIC CLIENT NEEDS
- We follow guidelines of priority needs identified
in study for our General Training Programs. - Every forum as a Needs Assessment platform, eg.
ITU HRM Bi-annual Meeting.
32- TAKING TRAINING TO THE MARKET
- Establishment of sub-regional training nodes.
- Running in-country training programmes (High
success rate with COSITU). - Tailor making Programs to suit clients needs and
market environment (eg. Training for Somalia).
33- PROMPTNESS AND FLEXIBILITY
- Adapt Program and calendar to suit client (eg.
BSC, VoIP Programs for 2005). - USING BEST RESOURCES
- From Region
- International
- Leading Companies with Best-in-Class Practices
- Our partners
- OUR PRICE COMPETITIVE PRICING
34OUR FRIENDS

37TAP ON TELECOM PROJECT
- A 5 yearTechnical Assistance Program for
Developing Countries - A capacity building initiative by the ITU and the
International Institute of Telecommunications
(IIT) of Canada
38- Executed within framework of Centre of
Excellence Project - AFRALTI selected for initial pilot Project
implementation Phase - Partnership fully endorsed by AFRALTI Governing
Council - Focus on Technology Training, Knowledge Sharing
and Imparting of skills in key areas of New
Technologies. - Developing Regional Subject Matter Experts and a
long lasting transfer of know-how
39OUR EXPERIENCE SO FAR
- Arguably the best/most beneficial partnership we
have had so far - Areas of knowledge are relevant
- Technological neutrality
- Responsiveness and Flexibility
- Expertise
40SO FAR DURING PROJECT PILOT PHASE
- In 2004, we ran
- WLAN
- NGN
- Plans for 2005
- VOIP
- WLAN (West Africa)
- XDSL Technologies
- SS7 Signalling
- We are proud of the progress this partnership is
developing and the benefits it is giving us.
41OUR SHORTFALLS
- Have not adequately covered all sub-regions in
particular the West African English Speaking
countries. - This will be addressed by the establishment of a
hub in Ghana this year - Not adequately penetrated players in Africas two
big markets South Africa and Nigeria. With
Nigeria, strong link with NCC.
42- Thin base of professional staff.
- Made up for by developing regional resources and
part-time experts. Our database of Experts is
now growing - Co-ordination??
43MARKETING
- Have not fully broken with our past flirtation
with incumbent fixed operators - We have more to offer mobile operators than they
are using, or they know - Some markets far from us use us more than those
that are near
44OUR CHALLENGE
- Shaking image of the past
- Paradigm shift (from traditional to new markets,
eg. Broadcasting, IP Networks, Satellite) - Gaining Acceptance by the market
- Keeping abreast with Technology Regulatory
issues.
45- Strengthening existing partnerships and creating
new ones - BE A CENTRE OF EXCELLENCE IN DEED AS IN WORD
