- Penetration Rates
- of blacks engineers enrolled in a university
versus the number of NSBE members equals the
penetration rate (give or take because of
affiliate members). - Region 3 has the lowest penetration rates in the
society. In Region 3 we have 1434 NSBE members
out of a total of 6115 black engineers. That
equals a penetration rate of 23.45, which is
less than a one-fourth.

- The National Programs Fund (NPF) provides
