INTRODUCTION
  • Statistical system of the Lao P.D.R is
    decentralized. Ministries are the major sources
    for sector Statistics.
  • Ministry of Industry and Handicraft ( MIH )
    compile and responsible for Industrial
    Statistics.
  • The coverage of Industry data, based on
    administrative record, was limited.
  • The data cover only production of principle
    Industrial products and number of establishments
    by provinces.

  • The data can be used by
  • planners, policy makers,
  • scholars and by the business community.
  • Compilation for the GDP
  • International agencies

Survey design
  • The survey frame for large and medium scale
    enterprise was prepared from the register of MIH,
    its field offices and as well as from the records
    of other line ministries.
  • Establishments with 100 and more persons engaged
    were surveyed on complete enumeration basis.
  • Establishments with less than 100 persons engaged
    were sampled if their number in ISIC branch at
    4-digit level exceeded 5.

  • If the number of establishments in any ISIC
    branch at 4-digit level was 5 or less all
    establishments were selected.
  • From each ISIC branch with 6 to 50 establishments
    5 samples were taken.
  • From each ISIC branch with 51 to 100
    establishments 10 samples were selected.

Survey design for small scale enterprise
  • The survey frame for small scale enterprise was
    based on area frame (province, district and
    village) and the Population Census 1995.
  • The selection of establishments was made by
    using the probability Proportional to size (PPS)
    both for medium and small scale enterprise.
  • Large 100 employees and more
  • Medium 10 to 99 employees
  • Small less than 10 persons

Data collection and reporting system
  • Data collection was made by enumerators and
    supervisors designated by the Ministry.
  • The field staffs dropped the questionnaire in the
    business offices of the selected establishments.
  • In many cases representatives of establishments
    returned the questionnaire to the SPD staffs at
    the Ministry. In some cases of smaller
    establishments enumerators interviewed the
    responsible person of establishments and filled
    the questionnaire beforehand.

Agencies involvement
  • Ministry of Industry and Handicraft and
    provincial stuff are involved in the data
    collection.
  • The data processing and publication is done by
    SPD with assistance from UNIDO expert.

Classification adopted
  • In the Industrial manufacturing data were
    classified according to the International
    standard Industrial classification ( ISIC Rev
    3 ) at the 4 digit level

Computer data processing
  • Data were processed by using the National
    Industrial Statistical Programme (NISP) software.
  • This software was customized for processing of
    Industrial survey data.
  • The UNIDO developed a separate package in MS
    Access for processing Small-scale industry survey
    data.

Publication and dissemination
  • The survey result was published 4 months after
    the end of the survey.
  • The administrative records data are released in
    quarterly

Problems
  • Administrative record of the Ministry used for
    the frame of the survey was a poorly maintained
    register.
  • The type of activities as well as the actual size
    of the establishments varied from the Ministry
    records.
  • Poor quality of the frame has caused certain
    margin of errors in results.

Problems(contd)
  • Another problem partly also associated with the
    quality of the frame was an unexpectedly large
    number of closure cases.
  • Out of 194 selected establishments 52 were found
    closed (more than 25).
  • There were few non-response cases, which were
    treated for large and medium scale industries.
  • Lack of Competence stuff
  • Poor register data base

Solution
  • To solve this above problems, the future
    direction of industrial statistics is to set up a
    system of collecting quarterly/monthly industrial
    data
  • Improve the quality of data, and strengthening
    the cooperation with concerned organization
    particularly with the National Statiatical Centre
    (NSC).
  • Construct the index series of industrial
    production.
