2- Interim process for Payphone lines- New Provision
- Interim process for endorsement to support the
Provision of WLR3 Payphone lines (Type-I) from
30th June-2007 until proposed withdrawal 60
calendar days after the Payphone line Strategic
solution is delivered in Release 600 - Stage 1 Withdrawal of New provision of Payphone
lines - Stage 2 Data cleanse activity of Payphone lines
provisioned using this interim process
3- Payphone ? Key features
- Operator service assistance
- Operator services being able to detect that the
line is a Payphone -- this feature will be
available by default on the Payphone line. To
restrict operator controlled calls. - CLI-Withheld feature would also be offered by
default on the Payphone line - Other default features (e.g. Caller Return)
offered on a normal WLR3 PSTN line will not be
available for Payphone lines - Termination Type
- Payphones can be installed on either Secure
Termination or Standard (Plug-in) Termination

5- Interim process - New Provision key steps
- STEP 1 WLR3-CP places Provision order in B2B
for a New WLR3 PSTN Single Line - CP would request Secure Termination (if required)
in the existing Engineering Notes field on the
order in the defined format (as mentioned in
slide 6) - CP can request relevant Payphone compatible CNF
in the order making use of the supplied Payphone
incompatible CNF list (provided in Appendix A) - STEP 2 CP to contact SMC by email (after WLR3
PSTN KCI-3 is received for the order) and - provide Payphone order details to
SMC (email template provided in Appendix B) - SMC will validate the Payphone request and
progress accordingly - On completion of the Payphone Conversion, SMC
would notify the CP (via email) - Maximum Lead-time
- Provision of Payphone-line under this interim
process would involve a Lead-time of 2 working
days (Mon Fri) from the day the CP sends the
request to SMC (through email after WLR3 PSTN
KCI-3 is received for the order) - Normal Escalation process is applicable as
appropriate
6- Interim process - Payphone Provision ?
Engineering Notes - CP must provide the following text (as given
below) in the Engineering Notes field of the
Payphone New Provide order to indicate the
required termination type - The below texts are applicable for the interim
Payphone lines only and must not be used for
orders pertaining to normal WLR3 lines - Payphone line with a Secure Termination
- The Network Terminating Equipment-NTE5B
corresponds to Secure Termination - Termination within the 3 metre rule CP needs to
provide the following text to request a Secure
Termination where installation of the termination
is within the 3 metre rule - Install NTE5B
- Payphone line with a Secure Termination beyond
the 3 metre rule with the relevant TRC approved
In this case, the CP needs to provide the notes
as given below - Install NTE5B, extension with locking bar
- If the CP requires a standard (non-secure
termination NTE5A) then the CP need not provide
any of the above proposed Engineering notes
7- Interim process - New Provision ? Points to Note
- 118 Barring for Payphone lines will not be
offered in the Interim process - Under the Interim Process, CPs can order
Payphone lines through a Provide order for New
Provision only - CPs needs to ensure that there are no Payphone
incompatible services requested in this New
Provide order. A list of Payphone incompatible
CNF will be provided to the CPs. - When CP requests conversion to Payphone line the
SMC will validate and if incompatible CNF on the
line then the CP will be requested to remove by
Modify order and then resubmit request to convert
line - Under the Interim Process, Dialogue Services will
not indicate the presence of a Payphone/Secure
termination on a WLR3 line - CPs Payphone Engineer will not be able to test
the Payphone functionality until the required
Payphone conversion is complete
8- Modify
- CPs must not place any Modify requests on lines
provisioned as Payphones under this Interim
process. Modify requests with payphone
incompatible features will be rejected after
KCI2. - Transfer
- Transfer requests on WLR3 Payphone lines (WLR3/
WLR2/BTR-C) will be rejected after KCI2. - However, CPs will still be notified under the
normal Advise of Transfer (AoT) process when
Transfer requests are raised on Payphone lines - Conversion
- Conversion requests on WLR3 Payphone lines (WLR3/
WLR2/BTR-C) will be rejected after KCI2. - Cease
- Cease requests on Payphone lines will be accepted
and processed as normal
9- Data-Cleansing after R600
- When the payphone interim process is withdrawn,
data cleansing activity will take place on
Openreach systems for Payphone lines provisioned
through this Interim process - Assumption
- For the interim process, the CPs CRM will record
the asset as a Payphone line. Therefore, to place
a payphone order on the strategic solution they
will only have to make the necessary changes on
the B2B interface.
10- Limitations of the Interim process
- A WLR3-CP (using Dialogue Services) may spot the
Payphone line (built under the interim process)
and request a takeover as it is presented as a
normal WLR3 line - Dialogue Services will not indicate payphone-line
and secure termination details - WLR3-CPs might accidentally apply Payphone
incompatible services using Modify order which
EMP cannot validate - This is a manually driven process and hence any
manual errors will highly impact this process
