..across the CJS process and its
agencies. Principal focus of JPIT is the local
area level.
3Monitoring Performance
- Local Boards held accountable to National Board
- Delivery Agreement to be established
- Quarterly reporting required
- Only against the handful of targets
- Simple template developed
4Performance Management
- LCJBs focus on PSAs 2 (NJG) 3 (Confidence)
- PSA 1 (reduce crime) to be managed through Crime
Disorder Partnerships - PSA 4 (reduce reoffending) to be managed through
agencies - Only a few CJS owned targets
5Proposed High-Level Targets for Local Criminal
Justice Boards
(pg 1/2)
Essential non-PSA targets
PSA Target 2
PSA Target 3
Improve the delivery of justice by increasing the
number of crimes for which an offender is brought
to justice to 1.2 million by 2005-6, with an
improvement in all CJS areas, a greater increase
in the worse performing areas and a reduction in
the proportion of ineffective trials
Improve the level of public confidence in the
Criminal Justice system, including increasing
that of ethnic minority communities, and
increasing the satisfaction of victims and
witnesses, while respecting the rights of
defendants

7Performance Information
- Need data on progress against targets
- Need contextual data
- Need process data
- JPIT attempts to provide all these
8Key Characteristics
- Aiming to be a single source of MI for
Performance Officers/Advisers - It is rich - up to 60 measures at present
- JPIT takes existing, aggregated information from
central sources , no new data collection effort. - Links to other key reports e.g. NJG
- It does not replace operational agency systems
9User requirement
- Measures have been identified from a
- Local viewpoint, via
- A local user group with representatives of
the different CJS agencies at area level - Set criteria for inclusion
- Approved Phase 1 content
- Central viewpoint, via
- Consultation with key target groups (eg NJG),
central data managers (eg RDS) and CJS agencies
(eg YJB)
10JPIT High Level Structure
JPIT has two high level views of the CJS via
which users can access the underlying measures
