CCDR Intent
  • HCA missions are integrated into an existing CCDR
    humanitarian engagement program that foster
    enhanced security cooperation
  • Naval Component Commanders coordinates platform
    deployment throughout the region to conduct HCA
    to include medical, dental and engineering
    support to partner nations

HCA initial planning and sourcing process
  • Naval Component Commanders Identify HCA
    opportunities to achieve effects identified by
    the geographic Combatant Commanders (CCDR)
    Theater Security Cooperation Plan (TSCP)
  • Once CCDR endorsed HCA mission a CONOPS is
    developed using deliberate planning process
  • Planning process addresses use of joint force,
    partner nations and NGOs etc.
  • CCDR approves CONOPS and initiates RFF to Joint
    Staff requesting capability to conduct mission
  • This is the start of the GFM process
  • Joint Staff validates RFF

HCA initial planning and sourcing process
  • RFF validated, JFCOM coordinates sourcing
    solution with Service Components (Navy, Army, Air
    Force)
  • Service components provide feasibility to support
    mission (whole or part)
  • JFCOM adjudicates input from service components
    and provides recommended staffing solution to
    Joint Staff
  • Joint Staff approves sourcing solution and JFCOM
    releases the Global Forces Allocation Plan
    (GFMAP) which outlines what missions (whole or
    part) each service is directed by Joint Staff to
    support
  • Fleet Forces as EA for Navy GFM uses GFMAP to
    determine Navy requirements and begins the Navy
    sourcing process

Navy Sourcing Process
  • USFFC N1 task BUMED to provide nominations for
    medical requirements
  • BUMED provides nominations to USFFC N1 to source
    medical requirements
  • USFFC N1 enters nominations into Navy and Marine
    Corps Mobilization Processing System (NMCMPS)
  • IA orders written and released by PERS 4G
