  • Roma participation in development,
    implementation, monitoring and evaluation is
    still insufficient.
  • We recognize the significant progress made in
    developing Roma policies, but underline the need
    for further development.
  • Roma issues are not adequately incorporated
    within national strategies for majority
    population
  • Roma policies are not yet widely accepted or seen
    as necessary by majority populations, by
    government officials or by professional groups.
  • Roma policies should be based on wide political
    consensus.

  • Participation
  • core funding to enable quality participation in
    each Roma project
  • genuine Roma participation should be imposed by
    donors as eligibility requirement
  • community empowerment chapters should be added to
    all Roma strategies
  • Policy development further develop sectoral,
    regional and municipal policies, and elaborate
    concrete action plans. Address politically
    sensitive issues such as IDPs, returnees and
    refugees.

  • Participation how can we all, IGOs, governments
    and civil society ensure in practice quality
    participation of Roma in each stage of policy
    development and implementation?
  • Are governments in the region committed to
    develop sectoral and local strategies with clear
    target objectives?
  • Are governments committed to ensure collection
    of disaggregated data (with full respect for
    privacy) in order to ensure systematic monitoring
    and impact evaluation of Roma projects?
