1
How to make scientific proposals gender sensitive
  • Tatiana Sedová
  • WP 4

2
Title of the manual
  • Why gendered science matters
  •
  • How to include a gender dimension into the EU 6th
    FP
  •

3
Motto
  • ...whoever gets a chance to define what counts as
a scientific problem also gets a powerful role in
shaping the picture of the world that results
    from scientific research.
  • (S.
    Harding, 1991)

4
About the manual
  • Researchers who apply for public funding and
especially for funding by EU must be able not
only to carry out excellent research and and
submit excellent proposals but they must be able
to address also non scientific issues per se
such as political, social, economic ones in
the proposals. These issues have been identified
by the EC and researchers who wish to granted by
public funds must be aware these problems.
  • And gender equality in science is an important
part of different activities and policies that
have been launched by EC and have to be adapted
    by members od the EU.

5
Background
  • Gender issues as an important part of the
European Union respectively articles of the
    Treaty
  • Article on Equality 2, 3
  • Article 13 on Discrimination
  • EU POLICIES
  • Mainstreaming of equality Com (96) 67
  • Promoting participation of women in R and D Com
    (98) 112
  •

6
Background
  • GENDER ACTIVITIES in FRAMEWORK 5/6
  • ETAN REPORT
  • Enwise report
  • Others important text
  • Concrete materials regarding calls of the 6FP
(analysis of priorities and outcomes have been
done and gender dimension in project have been
    demostrated on examples

7
Main objectives of the manual
  • To help researchers to understand in simply way
    gender issues in science
  • To show proposers how to include gender dimension
    in their project
  • To show researchers how their proposed project
can be designed as gender sensitive
  • At level of project content
  • At level of project impact
  • Regarding gender balance in setting up research
    team
  • To make research project more interesting for
    society

8
Mission
  • To make researchers more aware gender issue in
    science
  • To show proposers who are not expert in gender
analysis how to use some tools of it
  • To indicate how to design more gender sensitive
    project
  • How to write more competetive proposal
  • To reduce gender bias in proposed projects step
    by step

9
For whom is the manual intended?
  • Researchers writing proposals
  • Advisors to researchers e.g. National Contact
    Points
  • Proposal evaluators

10
Structure of the manual
  • I. Gender mainstreaming and advancement of women
  • II.   What is the significance of gender analysis
    and gender mainstreaming in research?
  • III.  Questions and indicators in terms of them
can be included gender dimension in research
  • IV. Best practice - case study
  • V.   Annex

11
Gender dimension at the project
  • An attempt to incorporate gender creates
opportunities to enrich your research in terms of
methods, tasks or better-targeted outcomes. You
    should formulate specific women and
gender-related goals, methods and tasks, which
means systematically question whether the gender
dimension is relevant in each step of your
    project.
  • What questions should be raised if you want to
incorporate a gender dimension into the project?

12
On the project level
  • Detailed analysed of available 5th FP, 6th FP and
COST projects (more than 250 projects were
    analysed)
  • Detailed analyses of available gender assessment
of previous 5th FP (more than 40 reports)
  • Analyses of available guidelines published for
    the current 6th FP

13
On the project level
  • Gender dimension at the content description
  • Project goals
  • Projects tasks
  • Methods
  • Expected results
  • Gender dimension at the participation
  • Project team
  • Working hours

14
Questions and indicators
  • Question ?
  • Example 1
    Example 2
  • Indicator
  • Example 1
    Example 2

15
Defining the goals
  • Question Are there hidden aspects involving
gender roles and stereotypes in your goals?
  • Indicator Goals take into account different
    gender roles and stereotypes

16
Defining the goals
  • Question Are there any relevant differences
related to gender connected to your research
    object?
  • Indicator Detailed overview of linkages of your
    scientific fields and gender

17
Defining the tasks
  • Question Do the tasks in your research involve
human beings or population as object of your
    research?
  • Indicator Detailed description of the target
groups involved in your research divided by
    gender

18
Defining the tasks
  • Question Are these differences between women and
    men expressed in your tasks?
  • Indicator Tasks of project are defined in terms
    of gender differences

19
Selecting the methods
  • Question Do the methods in your research
    involved human beings or population?
  • Indicator Gender sensitive methods, which
reflect differences between women and men is
    included in your research

20
Selecting the methods
  • Question Is the number of women and men in the
sample used in the particular research activity
    balanced?
  • Indicator Gender balance in the groups involved
in the project such as testing groups or samples.

21
Selecting the methods
  • Question Could different impacts on women and
men be expected in your research?
  • Indicator Gender segregated results, which
reflect structural and functional diversity of
    the society

22
Defining the expected results
  • Question Is the impact of results on gender
    considered in the project?
  • Indicator Gender impact assessment of results is
    included

23
What the manual cannot do
  • To create gender friendly science
  • To provide tools for positive discrimination
  • To replace European Commission documents
  • To help researchers to create balance between
    private life and scientific career
  • To help people to access EU funds
  • To teach researchers how to re-define science
  • To teach researchers how to carry out gender
    analysis without special training
  • To change science policy and current science
culture at national level or at European level

24
Why does gendered science matter?
  • Gendered science takes into account diversity
among individuals and differences between men and
women, their different needs, life expectations,
    and careeer path
  • Gendered science contributes to elimination of
    structural and functional inequalities between
    men and women
  • Gendered science helps to reduce gender bias at
level of research (in shaping projects, obtaining
    results and their interpretation

25
Why does gendered science matter?
  • Gendered science promotes gender balance among
    researchers in team
  • Gendered science promotes utilization of human
    resources
  • Gendered science can raise awareness of gender
    sensitivity among people

26
Why does gendered science matter?
  • In a long term perspective gendered science can
transform the nature of science, which till now
has been affected and influenced by men
domination, and to create a women friendly
    scientific culture.
