Background
  • Ireland is the only country in the EU without a
    post code system in place
  • A public consultation report by the Commission
    for Communications Regulation (ComReg) (issued in
    November, 2003) concluded that a postcode system
    should be introduced into Ireland.
  • In order to progress matters the Minister
    established the Post Code Working Group, which
    reported, in early 2005, on the rationale and
    benefits of a national postcode system.

Definition of a Postcode
  • The Universal Postal Union, a United Nations
    Body, defines a postcode as aunique,
    universal identifier that unambiguously
    identifies the addressees locality and assists
    in the transmission and sorting of mail items

Benefits/Rationale of a new Postcode
  • Provides an efficiency/quality benefit in the
    postal sector
  • Stimulates mail volume growth
  • Boosts national competitiveness
  • Deals with problem of non-unique addressing
    without the loss of traditional placenames
  • Assists in provision of public and private sector
    services, including utilities and emergency
    services and the conduct of research
  • Facilitates new postal operators entering the
    market place

Key Requirements of a Postcode (as reported by
Postcode Working Group)
  • A public as opposed to a hidden or technical
    code is proposed
  • Must be easily memorised
  • Must be future orientated
  • Must be grounded in a technological solution that
    is cost effective, available, accessible, high
    quality and low maintenance
  • Must address the issue of non-unique addresses

Key Requirements of a Postcode (contd.)
  • Must be neutral as between postal operators
  • Approach to funding options to explore
    self-financing/minimising cost to operators and
    government
  • Must be capable of adapting to emerging
    technological and legal environment e.g.
    satellite and 3G communication methods

Recommendations of the Postcode Working Group
  • The advancement of a practical postcode project
    proposal, taking into account its feasibility,
    design, implementation and estimated cost
  • Appointment by ComReg of Project Managers to lead
    the postcode project
  • Establishment of a National Postcode Project
    Board to assist the Project Managers

Project Board
  • To undertake a project plan for the delivery of
    the postcode system
  • To agree a technical specification
  • To undertake a cost benefit analysis quantifying
    the impact on the postal sector and the national
    economy
  • To agree a structure for the ownership,
    management and funding of the system
