2ILEX REMIT
- To create and promote a deliverable vision for
regeneration of the Derry City Council area - to secure the commitment of all stakeholders to
that vision - and to pursue single-mindedly its
implementation.
1
3Findings from my review in 2008
- Everybody agrees that we should aim high
- Our aim is to deliver in Derry the best
regeneration - any City in these islands has ever seen.
- Minister Margaret Ritchie
- November 2007
- Significant physical developments planned e.g.
Ebrington, Fort George, Peace Bridge, NWDO
Developments, major roads schemes. - But the Citys progress has been disappointing ,
and nobody believes that the present plans and
approach will deliver what we want within a
reasonable timescale.

APS data averaged over four quarters. LADB data
is volatile and ideally is presented as a moving
average

6Summary of findings (contd)
- The regeneration effort in Derry lacks key
elements which support transformational change - Clear sense of mission, leadership, energy,
effective structures, relationships etc and - A powerful guiding coalition, united behind a
shared vision. - Many reasons for all this, but the bottom-line is
that Derrys progress all around has been
disappointing and, with the current approach,
likely to remain so e.g. Tourism.
5
7We Need
- A shared understanding of what Regeneration
means - Renewal - Economic
- - Physical
- - Social
- and ensure that gains in prosperity are shared
with the Most Deprived Neighbourhoods
6
8We Need
- A Vision and a Plan which are clear, compelling
and have a broad base of support - Vision and Plan largely built on work done
already - e.g. - Ilex Regeneration Plan
- - City Vision Heart of the City
- - DCCs Integrated Development Framework
- - Programme for Government
- - NW Gateway Initiative
- (The key here is not so much another Vision and
Plan, but a Vision and Plan which have sufficient
buy-in across the community) - Clear Organisational Framework.
