Implement the phased rollout of OSS

• Database cleanup conversion complete
• Automation of NesCom process well underway
• Core myProject design spec will be announced as

  capabilities complete NesCom and bulk of RevCom
  process
• L50 Financial Info AudCom PP Tracking
  capability now usable
• Allows blocking of Sponsor submissions to NesCom,
  RevCom, and Ballot Initiation.
• Common Tool Specification Template to staff by
  year-end
• Future add-ons Appeal Tracking tool, Patent
  tracking tool, Publications tools, etc)
• Old BadMin balloting system modified for limited
  use by selected WGs as a committee voting tool
