Title: Improving Electronics Stewardship in Data Centers

1
Improving Electronics Stewardship in Data Centers
  • FEC Partner Teleconference
  • December 4, 2008

2
Data Center Definition
  • A facility housing electronic equipment used for
data processing, data storage, and communications
    networking
  • Houses server, network, and computer equipment
  • May have environmental controls
  • May contain or link to an uninterruptible,
    redundant and/or backup power supply
  • May be protected by physical security and
protection devices or systems (e.g., fire
    suppression)
  • May be built for redundancy

3
Data Center Elements
4
Data Center Concerns
  • Data centers used 61 billion kWh of electricity
    in 2006
  • 1.5 of all U.S. electricity consumption
  • Cost of 4.5 billion
  • Double the amount consumed in 2000
  • Federal data centers account for 10
  • Energy consumed by data centers is projected to
    grow by 12 per year

5
Data Center Concerns
6
Applicability of E.O. 13423 Goals
  • Section 2(h)(i) EPEAT goal
  • EPEAT does not yet register servers
  • Supporting computers and monitors

7
Applicability of E.O. 13423 Goals
  • Section 2(h)(ii) Power management goal
  • Server and networking equipment are not covered
  • Supporting computers and monitors are likely to
fall under the mission critical or sensitive
    exemption

8
Applicability of E.O. 13423 Goals
  • Section 2(h)(iii) Extend life goal
  • Can be applied to all electronic equipment
  • Section 2(h)(iv) Disposition goal
  • Can be applied to all electronic equipment

9
Applicability of E.O. 13423 Goals
  • Section 2(a)
  • Improve energy efficiency and reduce greenhouse
gas emissionsthrough a reduction in energy
    intensity
  • Section 2(b)
  • Use of new renewable sources
  • Section 2(c)
  • Reduce water consumption intensity
  • Section 2(d)
  • Acquisition of biobased, environmentally
    preferable, energy-efficient, water-efficient,
    and recycled content products
  • Section 2(f)
  • Use of Guiding Principles for Federal Leadership
in Higher Performance and Sustainable Buildings

10
Acquisition and Procurement
  • Acquire EPEAT registered and ENERGY STAR
    qualified electronic products when possible
  • Supporting equipment
  • Acquire energy efficient and environmentally
    preferable products when possible
  • Watch ENERGY STAR specification and EPEAT
    standards development
  • Servers
  • Data centers

11
Use
  • Extend the life of equipment
  • Maintain equipment and space
  • Plan acquisition and disposition
  • Strive for energy efficiency
  • Electronic equipment
  • Environmental control equipment

12
Electronic Equipment Improvements
  • Consolidate servers and data storage
  • Acquire energy efficient equipment
  • Servers and power supplies
  • Consider monitor power management
  • Utilize data center power management

13
Environmental Control Improvements
  • Air handling and flow
  • Water handling and flow (if applicable)
  • Humidity controls
  • Lighting
  • Power and electrical systems

14
Disposition
  • Federally owned electronics follow the same
disposition path, regardless of their location
    (data center or desktop)
  • GSA personal property disposition process
  • Reuse
  • Used data center equipment may be valuable
  • Recycle
  • Obsolete and broken equipment should be recycled
    following environmentally sound practices

15
Whats that buzzword?
  • Blade server
  • Thin client
  • Virtualization
  • Cloud computing

16
Federal Initiatives
  • National Data Center Energy Efficiency
    Information Program
  • EPAs ENERGY STAR
  • DOEs Save Energy Now
  • DOEs Federal Energy Management Program (FEMP)
