Flight early AM of Wed 30th Jan

• Infra-red Image captured of all of Luton
• Image fitted to Ordnance Survey Mastermap/DNF
  (Digital National framework)
• Image is 255 shades of black through to white
• Data that didnt overlay a building polygon
  discarded
• Average heat value (B - W shades 0 through to
  255) calculated for each building
• The buildings are then segregated into 9 equal
  sized groups, and a colour assigned to each
  group from Red through to Blue

Data Caveat Emptor

• Data will be available as an Excel Database,
  giving Address, Heat Value and (if possible) Ward
• Will be provided to our partners to enabled them
  to target homes in greatest APPARENT need of
  insulation
• Issue of false negatives building was
  unoccupied or occupiers on holiday and heating
  turned off/down at time of flight
• Homes may have good roof insulation but poor
  window and/or wall insulation
• Will be on Internet as soon as GIS supplier can
  provide a Legend
