Communist Russia

• Run through elected councils (soviets) factory,
  farm, city, regional, and national.
• Major decisions came from the top of communist
  party leadership

The Soviet Constitution

• Spelled out the structure of government
• It was intended to limit governments Power
• Stated that citizens rights must be used to
  benefit the state

The Legislature

• Called the Supreme Soviet.
• Would meet every couple of days to rubberstamp
  laws handed down by the CPSU

• At the top are the Central Committee, the
  politburo, and the general secretary.
• The politburo makes all decisions

• Gives a lot of power to the President

• Called the Federal Assembly
• Bicameralfour year terms
• The lower house (the Duma) approves the PM and
  can override the upper house with a 2/3 vote.
• Can be dissolved just like in GB

The Executive Branch

• Carries out domestic and foreign policy
• Appoints PM
• Must be a Russian citizen, 35, and lived in the
  country for 10 years
• Vladimir Putin is the current president

• Constitutional Court, Supreme Court, Superior
  court of Arbitration.
• Judges are appointed for life by the upper house
  (federation council) on the recommendation of the
  president
