England Proclaims a New Colonial Policy
  • England regarded the American colonies as a
    business investment and the colonists were free
    to run their own affairs.
  • By the mid-1700s, the colonies had turned into a
    profitable enterprise and England began to
    believe it was time for the colonists to share in
    the costs of the empire.

Setting The Stage
  • In the early 1700s, no direct mail service linked
    the colonies with England.
  • It took anywhere from 2 months to 2 and ½ years
    for a letter to cross the Atlantic.

    made the journey themselves.

  • In 1729, George Burrington rushed across the
    Atlantic and successfully convinced the Crown to
    appoint him as the first royal governor of North
    Carolina.
  • As the royal governor, Burrington would report
    directly to King George II instead of the private
    group of Proprietors.

  • The king and Parliament gave Burrington the
    authority to decide how many assembly
    representatives had to be present for a quorum
    and allowed him to veto, or overrule, colonial
    laws.
  • Burrington was also ordered to enforce the
    Navigation Acts.
