Title: Oregon Shines III: An Audacious Opportunity

1
Oregon Shines III An Audacious Opportunity
  • Case Study for The Performance Centers 2007
    Symposium
  • by Rita Conrad
  • Executive Director, Oregon Progress Board

2
  • Oregon Shines III Breakthrough Results for
    Oregon
  • Societal-level strategic planning
  • For all of Oregon and all Oregonians

3
Since 1989, Oregon has had
  • HeadlightsOregon Shines I (1989) and II (1997)
  • Progress ReportsBiennial benchmark reports
    against the goals
  • ImpactsCountless policy, program and legislative
    impacts (Livable Communities, Oregon Options,
    State of the Environment Report)
  • Performance MeasurementState government aligning
    to Oregon Benchmarks

Yet...
4
YET, Oregon still shows mixed benchmark results.
5
Why? Over 40 partner panel experts agree
  • We need to do better at systems thinking and
    collaboration.

6
Systems thinking???AACH my learning journey
  • Back to basics re-reading Peter Senges Fifth
    Discipline
  • Connecting with Oregon talent and thought leaders
    (thanks to Walt!)
  • Attending Systems Thinking in Action Conference
  • Learning about whole systems change methods

7
Learning (affirming) things like
  • Answers come from within individuals and
    communities, not from on-high.
  • Results come from horizontal connections, not
    vertical silos.
  • Focusing on solutions works better than focusing
    on problems.
  • Sustainable results require dispersed leadership
    not just one heroic leader.

8
Setting the Stage
  • Partner panels since April 2006
  • Sponsor conversations since January 2007
  • Board approved Concept September 2007
  • Case Statement October 2007
  • One-page summary November 2007
  • Sponsors wanting clarification

9
And no wonder - OSIII has
  • A 2029 vision
  • Two purposes
  • Three goals
  • Three strategies
  • One governance structure
  • Four stages
  • Wide open approach options
  • Three possible outcomes

10
2029 Vision
  • Oregon has achieved excellence in education and
    work force development, arts participation,
social services, public safety and sustainable,
    green development.
  • Its many diverse population groups are no longer
in the minority and have become a part of
    Oregons rich culture.
  • The economy is robust and per capita incomes in
    Oregon exceed the national average.
  • The population continues to grow, yet Oregons
natural environment is one of the most
environmentally clean and stunning in the union.
  • To top it all off, Oregonians give high marks to
their state and local governments for trust and
    accountability.

11
OSIII Two Purposes
  • Update Oregons statewide strategic plan
    according to law
  • Propel Oregon into the next 20-year cycle with
systems thinking and collaborative tools to
    create breakthrough results

12
OSIII Three Goals
  • Plan Partners engage in a statewide planning
process that informs, guides and speaks to them
with trends impacting Oregon, systems analysis of
key cross-cutting issues, strategy frameworks and
    updated Oregon Benchmarks
  • Action Partners align with the plans findings
and act through new and deeper connections to
    partner networks
  • Results Partners make their results transparent
through an online venue where they link their
performance measures to statewide goals and
    benchmarks

13
OSIII Three Strategies
  • Connect the Drivers - page 2
  • Connect the Doers - page 3
  • Connect the Data - page 4
  • Page numbers refer to pages in the Board-approved
    Concept

14
OSIII Governance
15
OSIII Four Stages
16
OSIII approaches could include things like
  • Facilitated dialogue
  • Web 2.0
  • Social action research
  • Systems dynamic modeling

RFP will encourage more approaches.
17
Some Possible Outcomes
  • Engage in a number of community and government
projects to prototype a systems response to
    issues raised in the process
  • Measure performance against project goals and
scale up successes to impact government policy
    and Oregon Benchmark targets.
  • Create an online infrastructure for results that
enhances the capacity for Oregons partners to
execute whole systems change, measure their
    performance and continuously improve their
    results.

18
The Ultimate Outcomes
  • Vision 2029 (story version)
  • Benchmark targets achieved (data version)

Table Inquiry
  • What is your wildest hope (or fear) for Oregon
    Shines III?
  • How can Oregon Shines III contribute to our
    Symposium inquiry?
  • How can this Symposium contribute to Oregon
    Shines III?
  • What advice might you offer the Oregon Progress
    Board?

Thanks!
