Aims of Reform Programme
  • High performing CDRPs able to respond the crime
    and disorder issues of greatest local concern
  • To bring underperforming areas up to a set of
    minimum standards
  • To help CDRPs deliver an intelligence-led
    approach to business
  • To trust local areas to deliver, with far fewer
    targets or mandates from the Government
  • Revised support arrangements where CDRPs have
    performance concerns

The changing statutory framework
  • New minimum standards in effect from April 2008
    - covering
  • Who needs to be at the partnership table
  • Production of a strategic assessment an
    assessment of the main community safety / crime
    and disorder challenges in the locality
  • Production of a plan to deliver the agreed
    priorities
  • The requirement in two tier areas to have a
    community safety structure to manage the
    relationship with the LSP
  • Requirements to engage and consult with
    communities
  • Obligations to share information where this is
    held by partners

In other words
  • A process for sharing information already held by
    partners
  • An assessment, using that information, of the
    issues affecting CDRP
  • Agreeing what the CDRPs priorities are
  • A plan which explains how they will be delivered
  • Partnerships in dialogue with communities to both
    inform these processes and explain the outcomes

    summarise the core elements of effective
    partnership working and build on the statutory
    requirements

  • Effective and responsive delivery structures

  • Appropriate skills and knowledge

  • We believe that statutory requirements and
    Hallmarks reflect much of what you are doing
    already
  • Most partnerships will be able to meet new
    requirements without many changes
  • However recognise that challenges ahead as you
    work to deliver these
  • We will work with you to meet these challenges as
    they occur

What next?
  • In practical terms, familiarise yourself with the
    guidance and identify what you need to do to meet
    new requirements
  • Dont underestimate current levels of knowledge
    and skills not starting from scratch
  • By 1 April 2008 Prepare a partnership plan
    under new requirements
  • However, we see this as a transition year we
    all have to learn how this works
